In 2016,general office of the CPC Central Committee and State Council issued "on the implementation in order to increase the value of knowledge for a number of opinions"oriented distribution policy,can be seen from the current state of the importance of technical personnel.Innovation is the first motive force,and talent is the first resource.A oil field oil and gas company as a region,resource is the foundation of sustainable development,Engineering Research Institute of a subsidiary of the oil and gas fields,in the face of the object of scientific research is becoming more and more complicated and difficulty of technology innovation is increasing and many other difficulties,but it is very lack of a high level of science and technology to enhance the overall level of support team,to the Institute of technology innovation and technology talent put forward higher and more urgent requirements,the need for further effective development and utilization of human resources.Scientific research personnel management the oilfield subsidiary Engineering Research Institute as the research object,first carries on the human resources management at home and abroad related research literature review and analysis,the basic situation of the human resources management research institute were introduced,and then the anonymous questionnaires,through statistical analysis and case interview method,puts forward the existing status of the Institute of science and technology talent management problems,including the outstanding talent employees a sense of cultural identity is not high,scientific and technological personnel structure is not reasonable,scientific research and production environment is not mature,the relative lack of positive aspects,then introduce the measures and the short-term effect of the Institute have been taken to solve these problems finally,combined with the six main factors in the theory of human resources management and puts forward suggestions for further improvement.In a word,the research and analysis of the science and Technology Talent Management Research Institute,through further improvement measures,develop the potential of human resources,science and technology to enhance the overall strength of the team,to comprehensively promote the Institute of comprehensive development,the research results can have certain reference significance for the enterprises and the oil industry of science and technology talent management etc..
