Targeted Poverty Alleviation In Kalpin County,Xinjiang

“Cold feet threaten the heart;poor people the country.” As an economic issue,poverty always goes with a series of symptoms and brings about a series of problems such as food and clothing,disease and conflict.Such an issue has been a concern in countries around the world,especially in a big developing country like China,where the CPC and people of all ethnic groups are keen on eradicating poverty and alleviating poverty.Over the past 30 years,China has gone through four different stages of poverty alleviation,with significantly diminishing marginal utility.The majority of the poverty-stricken population and areas have been lifted out of poverty,leaving some "old","young","marginal","poor” ones in slow development due to their own geographical,historical and social reasons.In this context,targeted poverty alleviation has become the leading strategy in China's current rural poverty alleviation development as the latest theory,the latest idea and the latest standard of the state poverty alleviation policy.The keyword is “targeted”.Unlike the previous poverty alleviation model,this strategy changes “flood irrigation” to “drip irrigation” and carries out targeted poverty alleviation according to the specific reality.This study focuses on targeted poverty alleviation in Kalpin County,Xinjiang,one of the state poverty counties.Kalpin is a remote area inhabited by ethnic minorities.Its development lags behind in all aspects.So,how to win the battle of targeted poverty alleviation and take off the cap of poverty is an important problem to be resolved in Kalpin and an issue that concerns Xinjiang's stability and development.This paper first describes Kalpin's basic situation,results of poverty alleviation in the past and practice of targeted poverty alleviation.Then in reference to the requirements of targeted poverty alleviation,it finds many problems with Kalpin's targeted poverty alleviation and gives some suggestions to push forward with targeted poverty alleviation and improve the effect of the work.The paper is divided into six parts.The first part,the introduction,states the background,significance,focus,difficulties,methods and purpose of this study.The second part is about relevant concepts and theoretical basis with an explanation of the extension of basic concept of poverty,related theories and targeted poverty alleviation theory,and a comparison with the past poverty alleviation.The third part mainly describes Kalpin's basic situation and studies its implementation of targeted poverty alleviation overall and specifically.The case study reveals: inadequate analysis of the causes of poverty may cause errors in accurate identification;poor households have weak poverty alleviation awareness and ability but strong reliance on policy support from the perspectives of income structure and targeted support measures;due to low development level and limited scale,cooperatives have poor sales of agricultural and animal products,resulting in increased costs and lower income;poverty-relief loans see low utilization;non-governmental organizations are poorly involved;departmental integration of funds are found uncertain in limit,amount and speed of allocation.All these problems are assumed typical of the practice of targeted poverty alleviation in Kalpin,and the causes of them are also analyzed.The fourth part raises measures to enhance the effect of targeted poverty alleviation in Kalpin in view of the problems and causes therein.The fifth part serves as the conclusion and outlook.
