Study On Targeted Poverty Alleviation In Sui County Of Henan Province

To eliminate poverty,improve people's wellbeing and realize common prosperity is the lofty ideal of human beings for thousands of years and the essential requirement of socialism.We clearly see that there are still fourteen contiguous poor areas with the poor population of 70.17 million,which poses no negligible challenge for China.For a long time,there are lots of problems in China's poverty relief work,including inaccurate objects,lack of strong targeted measures for poverty alleviation,without access to precise poverty alleviation projects and funds.In this context,our country put forward the strategic thought of precision poverty alleviation.Targeted poverty alleviation is an important means to achieve a comprehensive and well-off and the inevitable requirement of reform and opening up.Through the establishment of precision poverty alleviation work mechanism,change "flood irrigation" as "precision drip irrigation",so that the overall advance and poverty alleviation households complement each other,promote each other to ensure that the most effective poverty alleviation funds,poverty alleviation goals can be achieved as scheduled.As a national poverty county and "three mountains and one beach" Area County,Sui County has actively carried out the work of poverty alleviation to respond to the calling of China's current poverty alleviation.Since 2014,Sui County precision poverty alleviation work has achieved great progress,such as declining poverty population,shrinking incidence of poverty and steady increase of income among rural poor population.In this paper,we choose Sui County as the subject On the basis of summarizing the economic development of Sui County and the achievements of poverty alleviation in recent years,this paper analyzes the development of poverty alleviation work in Sui County from five aspects: poverty alleviation planning,precision identification,precision helping,precision management and precision assessment.Through the field investigation of four villages in Sui County(Chen Caiyuan village,Baomiao village,Zhouzhuang village and Huangtang village)of the specific situation,analyzes the accurate poverty reduction in Sui county to the village practice,and accurately grasps the present situation and existing problems of Sui county.On the basis of drawing on the advanced experience in other areas of the country,this paper puts forward some countermeasures and suggestions on the precision poverty alleviation work in Sui County from four aspects: precision identification,precision helping,precision management and precision assessment.Finally,the paper summarizes and prospects the construction of Sui County precision mechanism.
