All along,poverty has been a major obstacle to economic development and social progress.It exists in all countries and regions of the world.As the largest developing country in the world,China has a large population of poverty,which has a wide distribution and a deep degree of poverty,which seriously affects the overall development of society as a whole.Since the 80 s of last century,China has actively carried out the work of poverty alleviation and development.With the development of poverty alleviation,the standard of poverty in China has been rising,and the number of poor people has been decreasing.However,we should realize the problem of "intergenerational transfer of poverty" while achieving the results of poverty alleviation.As a result of various reasons,parents in poor families have inherited poverty into their children,which has led them into poverty.The generation of intergenerational transmission of poverty is a vicious cycle of poverty in poor areas and an important reason for the poor people falling into poverty trap.Therefore,the research on the intergenerational transmission of poverty for the national poverty alleviation work is of great significance,it will be for our country to formulate and adjust the poverty reduction strategy,ensure the poor enjoy the corresponding social and political rights,economic opportunity,education,social welfare and other rights to provide the theoretical basis of the system,but also has practical significance for building a prosperous,democratic and civilized and harmonious well-off society.After a brief introduction and summary of the research background and significance of this topic,the paper reviews and summarizes the relevant domestic and foreign literature and theoretical basis,and gives the framework of the whole article.Then from the present situation of Chinese intergenerational transmission of poverty,the description and analysis of the two-way,long-term nature,complexity and concealment features,and to analyze the impact of China's intergenerational transmission of poverty from individual,family and society three aspects.Then the four important events in the life of each person,namely the infant growth,education,employment and pension four phases,in-depth discussion of Chinese phenomenon of intergenerational transmission of poverty from the perspective of life course,from closed parents marriage and class caused by the lack of nutrition and health of poor children the disadvantage and deficiency due to lack of capital led parents to children from poor families in education,employment,pension to poor families,based on the ITP theory,human capital theory,social capital theory and life course theory as the theoretical basis to analyze,and put forward to alleviate the intergenerational transmission of poverty phenomenon advice:On the one hand,we should improve the system of fiscal expenditure,and strive to achieve equality of opportunity and fair starting point.The adjustment of fiscal expenditure system,will focus on fiscal expenditure from the city to the poor rural areas tilt,from economic construction and administrative expenses to social security,health care,education and training and other expenses for the construction of tilt,thus a comprehensive well-off society in China to remove obstacles;On the other hand,we should strengthen the auxiliary measures,optimize the tax structure,and adjust the income redistribution by means of taxation.Specifically,we can adjust and improve the personal income tax and consumption tax,establish and perfect tax systems such as property tax,inheritance tax and gift tax,establish a unified social security tax system and expand the scope of taxation.The possible innovation of this topic is to explore the intergenerational transmission of poverty in China from the perspective of life process.The four important events in life(i.e.,infant growth,education,employment and pension four stages)for expanded nodes,through the analysis of the poverty population in the presence of the four node problem,tries to find out the causes for various stages of the life of the intergenerational transmission of poverty,and for these reasons to propose targeted suggestions,hope to provide some reference suggestions for the development of China's poverty alleviation work.
