Research On Execution Of Precision Poverty Alleviation Policy

It is an essential requirement of socialism as well as an important mission of the Chinese Communist Party to eliminate poverty?realize common prosperity and make people to live a well-off life.The change of macroeconomic environment and the increased inequality in income distribution resulted in the deviation from the target of the previous poverty alleviation model which further led to the reduction of poverty alleviation effect since the reform and opening-up.Xi jinping,general secretary of the CPC central committee first put forward the concept of Targeted Poverty Alleviation during his investigation in the west of Hunan Province in November,2013.Though great achievement has been obtained since the implement of the strategy of Targeted Poverty Alleviation,there are still some problems impeding the work of Targeted Poverty Alleviation.It is necessary for academic circles to probe into the problems and find out solutions to them if we want to lift all poverty-stricken households and counties out of poverty,and solve the problem of overall regional poverty till 2020.The thesis,with rural governance ability as research perspective,backed by foreign and domestic theories,summarizes the problems emerged in the work of Targeted Poverty Alleviation?explores the causes and makes suggestion on how to solve them by analyzing the content and concept of Targeted Poverty Alleviation and taking account of the author's poverty alleviation work in Z village of L county.The author believes that problems such as recognition inaccuracy and management difficulty exist in the work of targeted poverty alleviation in Z Village of L County.Policy design deviation ? poor implement ? limitation of rural area development? insufficient social participation,etc,resulted in the problems.To solve the above mentioned problems,and enhance the targeted poverty alleviation,it is necessary to improve system construction?government function and inner impetus of poverty-stricken family and build multiple subjects to promote comprehensive and in-depth implement of the targeted poverty alleviation strategy.
