The Study Of Problems And Countermeasures Of Transformation And Development In Old Industrial Base

The traditional patterns of development is no longer fit in with the needs of current economy due to high consumption,high pollution,low output,low quality and low efficiency.Simultaneously,it brings enormous pressure to the environment and resources.Hence,transformation and upgrading is required for turning extensive economy to intensive one,expanding industries of low investment,low consumption,low pollution,high output,high quality and high efficiency.Dadukou District is an old Industrial Base.Economic recession,industrial hollowing,environmental pollution are outstanding increasingly after the relocation of Chongqing Steel Group Electron Co.,Ltd.It is hard to find a breakthrough way for the transformation of Dadukou.Based on carding the concepts of transformation of old Industrial Base and research achievements from domestic & foreign experts,this article focused on descriptively analyzing current transformation of Dadukou and its problems,thoroughly dissecting the cause and actively probing the countermeasures.The following basic conclusions were obtained:Firstly,Dadukou confronts many problems such as industrial hollowing,environmental pollution and urban construction after the immigration of Chongqing Steel Group Electron Co.,Ltd.In order to solve these problems,the nation and Chongqing City promulgated a number of policies to promote the transformation of old industrial base.Dadukou District is also actively seeking for a new position and a breakthrough in the transformation.Secondly,Dadukou has made certain achievements in the transformation development through years of efforts.However,there are still some problems such as lack of industrial development,imperfect policy measures,weak innovation driven and so on.Thirdly,Using the experience of domestic districts and foreign countries for reference,countermeasures and suggestions are raised to solve these problems,including: strengthen the elements of protection;to sound policy system;speed up crack bottlenecks;strengthen innovation driven.
