Poverty is an economic and social problem that plagues all countries.According to China's National Bureau of Statistics shows that in 1978 China's rural poor population of 250 million,the incidence of poverty 30.7%,by the end of 2010,according to the poverty rate of 1274 yuan,China's poverty population fell to 26.88 million people,the incidence of poverty dropped to 2.8%,Taking the lead in achieving the goal of halving the number of poor people in the UN Millennium Development Goals.However,for the study of poverty,domestic scholars pay more attention to the research on the problem of poverty of the same generation in different families,and there is little research on the problem of poverty in the same family.However,monitoring and observation,the problem of intergenerational transmission of poverty in China is gradually highlighted.Most of the initial research scholars on poverty have focused on income,which is regarded as low or inadequate income.However,Amartya Sen did not agree with such research ideas.His theory of viable ability poverty has a profound impact on poverty studies.For the poor research,he is more concerned about the overall development of people actually enjoy real freedom and individual and the whole society,give full freedom and opportunity only in people's actions,then they will get rid of poverty,to choose their way of life.This is a positive concept of poverty reduction,and it is a positive idea for a country,an area and an individual to achieve their own value goals.Therefore,this paper adopts ezem theory to our country pays attention to the problem of intergenerational poverty.This paper first summarizes the macro background of the research on the intergenerational transmission mechanism of rural residents in China.Secondly,it introduces the basic concepts of public poverty and the related theories of poor intergenerational transmission.Amartya Sen's theory of competence development is an important theoretical basis to support the study,and analyzes the relationship between ability and poverty.The theories related to the intergenerational transmission of poverty are:human capital theory,social capital theory,vicious circle of poverty theory,theory of cyclic accumulation causality,low level equilibrium theory,feasible capacity development theory.Thirdly,we use the CHIP database to analyze the current situation of the intergenerational transmission of rural residents in China.This includes:the measurement of the poverty of rural residents in China-the absolute poverty line and the relative poverty line and the descriptive analysis of the status quo of the poor transmission of rural residents in China.Fourthly,the analysis of the impact of viability on the intergenerational transmission of rural residents in China.This paper analyzes the intergenerational transmission of rural residents in China by combining the current economic and social background and the connotation of the feasible capacity and the relevant data of CHIP,selecting income,human capital,social capital and social security system.At the same time,this paper argues that the intergenerational transitivity of poverty is due to the fact that the internal factors and external factors that cause the poverty of the poor make the possibility of poverty in the intergenerational transmission.Fifth,the above analysis summed up the conclusions.This paper expounds the policy proposal of cultivating the intergenerational transmission of rural residents in China through the development ability,which is based on the cultivation of the ability of self-development of laborers,the cultivation of various social subjects,and the ability cultivation at the national level.
