With the increasingly serious disputes in the world,China attaches great importance to the development of marine industry,Party's eighteen report pointed out that,to improve the capacity of marine resources development,the development of marine economy and resolutely safeguard national maritime rights and interests,build up marine power.The Ministry of agriculture points that:China's fisheries system will continue to promote the structural reform of Fisheries supply side,healthy breeding,reasonable fishing,protection of resources,strong industry" as the direction,to promote aquaculture,fishing industry,processing industry,multiplication industry,leisure fisheries five industries coordinated development.Liaoning province as a strength fishery economy development province pointed out that to speed up the cultivation and development of the blue economic new formats,strengthen scientific and technological innovation,the development of marine economy support ability,strengthen the development and application of core technology to create a smart ocean.Liaoning Province will optimize and upgrade the traditional industries of the sea,and build a modern fishery industry system in an all-round way,so as to transform it into the development of circular economy.It is of great practical significance to promote the economic development and competitiveness of Liaoning province to develop new industries and improve traditional fishery industry.Therefore,Liaoning province is confronted with the dual task of cultivating fishery emerging industries and upgrading traditional industries in order to coordinate the fishery,both can be better common development and contribute to the development of marine economy in Liaoning Province,how to handle the relationship between the two,to achieve both drive fisheries economic development in Liaoning province has become an urgent problem.This paper from the perspective of industrial coupling theory,the application of industry life cycle theory,dynamic analysis and summarize the mechanism of Fisheries in Liaoning province's emerging industries and traditional industries coupled system,construction of fishery emerging industries and traditional industries coupled system theory model and the coupling system of evaluation index system.The main contents include the following aspects:Firstly the research background and significance,define the research methods and technical route map,based on a lot of reading related literature on the emerging industry of fisheries,defines the concept of traditional industry and fishery,discusses the coupling theory.Secondly,this paper focuses on the coupling model of emerging industry evaluation index system and determine the coupling between the emerging industry construction of fishery fishery and traditional industries and traditional industries and the sustainable development of the coupling degree model,the weight of each index in the index system is determined by the entropy method,this method is based on the original data,excluding the influence decision-makers consciousness,objectivity,on this basis,Based on the data of 2007-2015 in Liaoning Province,this paper makes an empirical analysis of the fishing industry in the traditional fishery industry in Liaoning Province.In order to approach the emerging industries and traditional industries to seek better development of the coupling system of Liaoning province fishery,the fishery development in Shandong province and Zhejiang province strong fishery emerging industries and traditional industries the coupling degree and coupling degree of the sustainable development of the measure,hope to learn from each other.The results show that the coupling degree between the leisure fishery and fishing industry in Liaoning province is from low coupling to moderate coupling,Emerging industries of fisheries have entered a period of rapid growth.From the perspective of sustainable development,the two are in a state of moderate imbalance and imbalance.The coupling degree between pelagic fishery and fishing industry is relatively large,but it is in a state of low coupling and moderate coupling,which is in the growth stage of the industry life cycle and the initial stage of development.The degree of sustainable development of pelagic fishery and fishing industry is characterized by moderate imbalance and disorder.Therefore,to support the development of fishery industry emerging from the policy and funding of the Liaoning Province,intensify the cultivation of talents,encourage innovation,improve people's consciousness of protecting natural fishery resources consciousness,promote the overall development of Fisheries in Liaoning Province,Liaoning province has become the province to accelerate the fishery.
