During the “Thirteen five” period,China's economy developed into a new normal,the new growth momentum is nurturing.On the one hand,China's grain production is very rich,corn production increased steadily,corn demand continued to decline in recent years,corn stocks increased significantly year after year;On the other hand,the state actively promote the transformation and upgrading of agricultural products processing industry,improve the conversion rate of agricultural products and added value,biomass fuel ethanol is a national strategic emerging industries,the market prospect is broad.ZL as a fuel ethanol production enterprises,it is in the critical period of industrial transformation and upgrading,and consolidating the industry leadership role.The transformation and upgrading of enterprises need new human resources strategy,and need the adequate human resources as a mental support and protection,the human resources management activities should support the needs of strategic development.At this stage,ZL employees' structure is relatively old,the quality of personnel has been unable to meet the needs of organizational development.With the improvement of the level of automation,enterprises need to solve the staff who does not match position,meanwhile stimulate the potential of existing personnel through human resources development,and re-allocate human resources to meet the job requirements.In this paper,take ZL Company as an example,with the help of human resources theory to analyse the status of the organization and staff,and analyse the data through questionnaires,field research,etc.We found the existing problems and explore the causes behind the problem.On the basis of this,the countermeasures and suggestions are put forward to improve the internal labor market,by optimizing the organizational structure,based on establishing job analysis and post management system,establish a comprehensive training and development system,improve the salary performance system and so on,and promote transformation and upgrading of enterprises smoothly.Finally,the conclusion and the need to improve the place will provide useful reference to the scholars who study the same problem of and the large state-owned enterprises in the same process of transformation and upgrading.
