The Belt and Road(B & R)is the abbreviation of "Silk Road Economic Belt" and "21st Century Maritime Silk Road".The “B & R” initiative adheres to the principle of achieving shared growth through discussion and collaboration,and puts forward the vision of “policy coordination,facilities connectivity,unimpeded trade,financial integration,and people-to-people bond”,one important part of which is facilities connectivity.However,countries along the “B & R” have an overall underdeveloped economic situation and backward infrastructure,and there is huge room for the construction and development of infrastructure.The PPP model upholds the concept of consultation on the basis of equality,long-term cooperation,benefit-sharing,and risk-sharing,and is highly compatible with the Silk Road economy that focuses on peace and cooperation,openness and inclusiveness,mutual learning and mutual benefit.Since the launch of the “B & R” initiative in 2013,China has been continuously increasing its investment in infrastructure in countries along the “B & R”,and PPP model in particular,has been more and more adopted and has played a significant role in promoting infrastructure construction in these countries.However,more and more risks and challenges also come along.As proved by repeated practice of PPP model,the risk management of the “B & R” PPP model is very complicated and difficult,extremely important and urgent.The Paper is aimed at studying how to effectively carry out risk management of the PPP model.Through research,it intends to provide guidance and reference for the implementation of the PPP model in the “B & R” initiative,in order to reduce the risk loss of PPP mode,create greater economic benefits and social benefits,and achieve mutual benefit and win-win for all shareholders.The Paper comprises four chapters.Chapter One describes the historical background of the "B & R" initiative and the purpose and significance of the research on risk management of the PPP model.Chapter Two expounds the main content of risk management based on the theory of PPP model to provide theoretical support for risk management of the "B & R" PPP model.Chapter Three details the main risks faced by the countries along the “B & R” and puts forward the main countermeasures against various risks.Chapter Four analyzes the risk management of the TOT operational form in the Hambantota Port,Sri Lanka in the method of evidence producing,evaluates the potential risks,and proposes countermeasures and suggestions to the 99-year construction and operation management of the Hambantota Port,so as to verify the value of research.The entire Paper adopts the method of systematic analysis,carries out dynamic research by putting the PPP model risk in the project life cycle.It has fully considered the correlated influence among the risks,and always regarded the risk monitoring as the key means for the successful implementation of the PPP model in the project life cycle.Therefore,it is highly applicable in responding to risks with the “B & R" PPP model.
