The Promotion Of Poverty Alleviation In Qinghai Province Through Constructing Small Towns

Urbanization is an important measure to reduce the pressure of the ecological environment and decreases the ratio of poor people.With the development of economy and society,China’s poverty alleviation has made some achievements with the help of small towns‘ construction.With the development of small towns and integration of urban and rural development,different poverty alleviation projects have been implemented,and the poor people have moved to the appropriate survival places,which promote the population of moderate agglomeration.Compared with the poverty level of other rural areas in China,the poverty rate of Qinghai is lower.It is also worth noted that most places of Qinghai Province are ecological fragile,people are sparsely populated and industrial development is weak.Under the dual pressures of ecology and economy,the cost of local poverty alleviation is high.With the characteristics of integrity and nationality,it brings some challenges to poverty alleviation.Through strengthening the construction of small towns to promote the development of poverty alleviation and,small town development to solve part of the employment of poor people,this paper is based on the present situation of poverty alleviation and development of small towns in Qinghai Province,taking the strategy of unbalanced growth,new towns movement theory and governance theory as the starting point,constructing a statistical model to analyze the urban construction characterization variables of the incidence of poverty,the population density,and the number of assets investment for of 30 provinces in China.The results show that reducing population density,improving non-agricultural employment and increasing investment in fixed assets can reduce the incidence of poverty and promote poverty alleviation.On the basis of the analysis,this paper puts forward the strategic conception of developing small towns to promote the poverty alleviation in Qinghai Province,and sums up the policy suggestions of promoting poverty alleviation through developing small towns in Qinghai Province to promote the enthusiasm of the poor out of poverty,to solve the problem of intractable poverty effectively.
