Research On The Performance Of Poverty Alleviation Funds In The Concentrated Stricken Area

In this paper,HeiLongGang basin in concentrated destitute areas for whole sample 10 counties,through on-the-spot investigation analysis method,comparative method,case method and other methods to HeiLongGang basin in concentrated destitute areas poverty alleviation funds use and management of the status quo do the basic analysis,and selected four key indicators focus on poverty alleviation funds performance situation of M county case analysis,the basic conclusion is: the M county poverty alleviation funds performance on a national scale in a medium level,and further improve the space.The main problems appear in several aspects: 1.The income driven by the investment in poverty alleviation is not obvious.2.The source structure of poverty alleviation fund is single,and the level of fund integration of grassroots government is weak.3.Low utilization efficiency and low accuracy of investment.4.Lack of internal impetus for poverty alleviation and lack of long-term mechanism.On this basis,in combination with the practice of poverty at home and abroad experience summary and field survey reflects the pressing needs of the masses,to improve the level of M county of poverty alleviation funds performance advances some Suggestions on the following several aspects: 1.To speed up the turnover of funds for poverty alleviation,improve the efficiency of the input and output.2.Increase financial support and optimize the source structure of funds.3.Strengthen the accuracy of funds used in poverty alleviation work.4.Develop sustainable projects and promote the internal driving force of poverty alleviation.5.Encourage the development of financial poverty alleviation and release rural credit demand.
