In order to carry out "The Belt and Road" stratagy, Heilongjiang provincial Party committee and the provincial government put forward the "Sino Mongolian Economic Corridor of Russia Heilongjiang Land and Sea Silk Road Economic Belt Construction Plan " that has been incorporated into national strategy. As an important part of" The Belt and Road ", "Longjiang Silk Belt" is the extension and perfection. "Longjiang Silk Belt" strategy forms a new strategic pattern, and deepen economic and trade ties with the countries and regions along the belt, stimulating the development of the economy of Heilongjiang Province. As the center of Northeast Asia, driven by the "Longjiang Silk Belt" construction, the location effect of Longjiang is obvious, and focuses on creating international trade and logistics zone, elements of industrial agglomeration zone and win-win opening zone, boosting service trade development of Heilongjiang Province. Longjiang service trade will enter a new stage.Firstly, this paper used the literature analysis method to analyze the construction of "Longjiang Silk Belt" bringing a new opportunities for Heilongjiang service trade on the basis of existing research collects comprehensive literature, information analysis and data processing; Then this paper used the summarizing method, which analyze the strategic planning with the construction of "Longjiang Silk Belt" to point out that the "Longjiang Silk Belt" construction can bring the great opportunity to enhance the international competitiveness of service trade; Finally, this paper used quantitative analysis method. Through the comparison of the International competitiveness of service trade with China, Anhui Province, Hunan Province and Hebei Province, and compared with the United States, Japan and India, pointed out that development of service trade in Heilongjiang province is lagging behind, under the opportunity of "Longjiang Silk Belt" strategy, Heilongjiang Province must be actively working to improve the service trade cooperation scale and level to Russia, Japan, Korea and other countries, and vigorously develop modern logistics, finance, tourism and other service sectors, and enhance the international competitiveness of service trade in the province. Based on the "Longjiang Silk Belt" construction, This paper demonstrates the "Longjiang Silk Belt" that can bring important opportunities for enhancing the international competitiveness of service trade. Enhancing the international competitiveness of service trade is the development of engine of "Longjiang Silk Belt".
