Human capital is becoming the key part for all the organizations or enterprises w ith the coming of knowledge economy which is consist of human and knowledge capi tal.Meanwhile,the human capital plays the source part for social development and econ omic growth,and all the information and knowledge depends on the human capital.So t he level of human resource management is the key for enterprise to maintain the com petitive advantage.In recent years,the coal market is going to the bad rapidly and the coal price falls fast,which cause many problems about the management of state-owned coal mine enterprises,especially about the salary management.Concrete problems includ e existing of equalitarianism,unfairness of salary distribution,illogicality of salary struct ure,imperfection of performance appraisal system,departure of salary system and strateg y.These problems heavily blow the workers' enthusiasm for work,reduce the work effic iency,make the enterprise benefit lower,stop the steps out of trouble.According to this situation,how to analyze and solve these problems,how to reform salary system,so that the state-owned coal mine enterprises could hold powerful human resources,which is becoming a pressing assignment.This paper takes CM Coal Mine as an example.We find five problems about sala ry management by the way of questionnaire survey and intensive study about present situation of salary management.We reset the salary of staff with production and servic e for the balance between contribution and reward after a series of analysis and appra ise.Meanwhile we build a set of performance appraisal system which is connected wit h salary.The excellent employee will get more reward than others.We create a kind of system which allows staff to increase their salary in two ways,so that they don't nee d to worry about the promotion,they can use another method to get to the aim.The C M coal mine will change a lot after running these systems.It will be energetic and co hesive.Moreover,the same kind of state-owned enterprise will learn a lot from the stud y of CM Coal Mine.
