| The party's 19 major reports explicitly call for the construction of a clean,low-carbon,safe and efficient energy system,requiring the promotion of comprehensive resource conservation and recycling,the implementation of national water conservation actions,and the reduction of energy consumption.In 2019,the deputies at the two sessions of Urumqi once again made a contribution to the implementation of the projects of "Heaven and Blue","green","water into the city" and "beauty of the cities",and eagerly looked forward to improving the quality of the ecological environment and creating a clean and tidy human settlement environment.As a second batch of national low-carbon pilot cities,Urumqi should benefit from national policies and opportunities that are highly valued at the level of the autonomous regions,and should fully explore and promote the construction of low-carbon cities in full combination with its own advantages.This paper mainly studies the evaluation of the development level of low-carbon cities in Urumqi by empirical analysis,and constructs the evaluation Index system of the Comprehensive development level of low carbon cities from four aspects of economic development,social development,environmental development and low carbon development,and evaluates it by using AHP.First of all,the 2006-2016 data are selected from the longitudinal level to analyze the development level of low carbon cities in Urumqi,and it is concluded that the development effect of low carbon cities is gradually better,and secondly,26 provincial capitals are selected from the level of provincial capitals,and the horizontal comparative analysis is carried out under the support of the data in 2016.It is found that the comprehensive development level of low carbon cities in Urumqi is still relatively low,and there is still a certain gap between other provincial capitals in China,and the following deficiencies in the construction of low-carbon cities in the capital still need to be further improved and perfected.Firstly,Urumqi low-carbon urban comprehensive development index and economic,social,environmental,low-carbon subsystem index are increasing trend,but some index in the whole observation cycle will appear frequent fluctuations,indicating that the economic level of industrial structure still needs to be optimized,social level urbanization rate needs to be improved,environmental level of air quality excellent rate need to be improved,The lowcarbon level energy consumption structure should be reasonable,the efficiency of comprehensive utilization of energy should be improved,the residents ' awareness of resource conservation should be strengthened,and the Government's financial support for the field of energy conservation and environmental protection should be increased.Secondly,from the level of two indicators,the low-carbon development index and environmental development index have the greatest impact on the development level of low-carbon cities in Urumqi,and from the level of three index,energy consumption intensity,air quality rate,million-dollar industrial value-added energy consumption,carbon emission intensity,urban domestic sewage concentration treatment rate on five the construction of low-carbon.Therefore,Urumqi low-carbon urban construction should focus on the above specific levels and specific indicators to break through and ultimately contribute to the development of low-carbon cities in the physical process.Finally,in order to enhance the development level of low-carbon cities in Urumqi,promote the sustainable development of the capital in the economic,social,environmental and low-carbon levels,from optimizing the industrial structure,developing the circular economy,expanding the greening area,promoting the development of new energy sources,innovating the support system of low carbon development,and raising the awareness of low carbon to carry out low-carbon community construction and other aspects to put forward countermeasures and suggestions. |
