Study On The Strategy Of Local Renewal Of Rural Human Settlements In The Harsh Environment Of Southern Shaanxi Province

The settlements in severe habitat area are often located in remote middle and high mountain areas because they are far away from towns,central villages and traffic arteries.The development of society,economy and transportation is very poor.The quality of human settlements is more prominent.Southern Shaanxi is an important ecological function area of Mountain Biodiversity in China.The important part of the national "two screens and three belts" strategy is the important water conservation area of the National Middle Route Project of South to north water diversion.There are many areas in the mountains and few in Sichuan Province,the ecological environment is fragile,the geological disasters are outstanding,and the suitable land resources are limited.The rural settlements in this area are small in scale and scattered in layout,and the level of economic development is low.The rural residents in the long run are faced with many difficulties,such as poor housing security,poverty alleviation and so on.Therefore,in view of the settlements in southern Shaanxi,especially the rural settlements in the severe habitats,it is very urgent to put forward practical and feasible measures for the renewal of the living environment.In order to improve the quality of settlement in the rural settlements,the government implemented the ecological immigration policy in southern Shaanxi,and built up the resettlement area to move the residents in remote mountainous areas to the Centralized Settlement of settlement.This to a certain extent to solve the environment of rural settlements in the region facing difficulties,but the implementation process of the policy,also faces such as building space is too small,lack of parking space and public space,lack of supporting infrastructure construction,all kinds of living space of residents is difficult to adapt to such problems.The region of Southern Shaanxi has a vast area and a large number of settlements.The location,resource conditions,development status and problems facing different settlements are not the same.Therefore,in view of different settlements,it is particularly important to explore a more pluralistic living environment renewal model.The paper takes the rural settlements in the severe habitat as the research object,analyzes the historical development and evolution process of the settlement in this area,and seeks the laws and characteristics of the settlement.A large amount of combing of different zones,different types and different sizes of settlements is carried out to summarize the current situation of the development of human environment and the difficulties facing them.Secondly,based on the settlement in southern Shaanxi Province visited the research,using the method of analysis and evaluation of POE random sampling,questionnaires,the Immigration Settlement residents of new settlements evaluation indicators of satisfaction,the indexes of different cases of transverse comparison,and comparison with the original settlement settlement.Through scientific evaluation and analysis,this paper summarizes the problems and shortcomings of the settlement of settlement in the quality of human settlements.The internal force,external force driving factors and dynamic mechanism of the environment renewal in the new historical period are analyzed.Based on the above,we put forward the strategy of updating the human settlements in the severe habitat area of Southern Shaanxi,and combined with the actual situation in the area,we studied the feasibility and necessity of the strategy.And select the typical severe habitat areas to carry out the practice and exploration in the land renewal.It provides more yuan and more suitable model for the living environment renewal of rural settlements in this kind of area.
