The port coastline has been developed and utilized in large quantities since China's reform and opening up.It is now a scarce non-renewable resource.It is between land and water.The construction of large port projects requires a lot of coastline,land,sea and other natural conditions.Resources,if the interests of social organizations,enterprises and individuals around the project are not properly handled during the construction process,social risks will arise.If social risks occur,not only will the project construction fail to achieve the social and economic benefits of pre-fetching,but it will also have serious consequences such as violent confrontation,mass incidents and social unrest.The case used in this paper is the second phase project of Wenzhou Zhuangyuanao port,involving the land acquisition and the surrounding villages affecting the demolition work.The project has the basic basic attributes and characteristics of large-scale projects and has certain representativeness.At present,the project approval system and construction procedures adopted in China are a process of project feasibility study and demonstration,and also a process of social risk management and control.Through the early approval system of large-scale port engineering projects,it is found that the pre-project demonstration and approval process plays a very important role in social risk prevention and control.It evaluates the feasibility and various risk factors of the project from different industries and professional perspectives.Each department proposes corresponding countermeasures against various unfavorable factors and risks from its own industry perspective to minimize negative factors and clear uncertainties.,positive factors or maximize social and economic benefits.The pre-project demonstration and approval system plays a good guiding role in the follow-up policy treatment and social contradictions,but it does not systematically sort out and evaluate social risks.It is difficult to comprehensively analyze from a local perspective of a certain industry or a certain department.problem lies in.The investigation,identification,evaluation of social risks,and finally the introduction of preventive measures are several stages of social risk prevention experience.Through investigation and identification of the social risks of large-scale port engineering projects,and summed up the “five factors” of social risks such as social risks induced by the legality and lack of rationality of the project.Using the risk probability-impact matrix method and expert evaluation scores,the "five factors" were comprehensively analyzed and evaluated,and the overall comprehensive risk index of the development of the No.1 Dagang District Development Project was 0.19075,which was based on the risk rating criteria.The risk is low risk.Although the overall risk level of the case project is low risk,it is necessary to strengthen other preventive measures besides the government's capital construction procedures.Only through effective preventive measures in all aspects can the social risks of the project be minimized and the project can be implemented normally and safely.This paper systematically analyzes the whole process of risk research such as risk investigation,identification,evaluation and prevention and control measures.The analysis methods of each process can be used as reference for social risk research of similar projects.The conclusions of the research can also be used for similar large-scale engineering construction to deal with social risks.Provide references for aspects.
