With the quick development of power grid and gradually enlargement of capital scale,power enterprises of using capital-intensive as characteristics need to continually introduce into new ideas,new technology and new management methods in asset management.Asset product lifecycle management starts from long-term benefit and realizes the optimal benefit and cost in the whole lifecycle.Developing complete lifecycle management can guarantee reasonable plan,high project quality,safe power grid and reliable equipment,meanwhile,it can extend the utilization life of asset,reduce cost input in the whole lifecycle,realize the comprehensive optimization of power asset reliability and economy,which can avoid seeking one-sided reliability and economy.Transformer substation construction project is the important part of power grid;it has vital effect in the whole operation of power system.However,because of many causes,its project initialization management in China has many problems,especially in the aspect of project necessity and feasibility,people usually consider from equipment operation period,equipment operation state,so they lack of ideas of methods of comprehensively considering reliability and economy.Under the big background of power industry goes towards market economy and power grid enterprises strengthen asset management,how to establish scientific transformation and evaluation system of transformer substation has become to be one topic needs urgent research.This paper is based on state that power supply bureau of G city is the national center city power supply bureau and meanwhile it is in the complete implementation period of integrating power supply enterprises of national advanced level,it starts from LCC basic theory and focuses on feasibility study management state of transformer substation construction project in China to make research on necessity and feasibility of implementing LCC management.It discusses how to establish performance evaluation based on capital lifecycle management,computational model on risk evaluation and cost settlement to realize project evaluation method based on equipment risk and LCC analysis under condition of meeting safety and efficiency.After constructing computational model based on performance evaluation,risk evaluation and cost settlement,it makes evaluation on C transformer substation equipment,application model,optimize project implementation plan.
