Research On The Application Of Safety Risk Management In Railway Passenger Car Repair

With the rapid development of China's railways,business mileage continues to break the records,passenger traffic has increased year by year and repeatedly reached new highs.Passenger safety is the top priority of railway transportation.Existing ordinary speed trains bear many unfavorable risks,such as long crossing routes,harsh operating environment and so on,which put forward higher requirements for the safety of railway passenger car maintenance.Railway passenger car depot undertakes the important task of passenger car overhaul.Due to many reasons,such as many types of railway passenger cars,complex overhaul process,inconsistent spare parts,diverse workforce composition and so on,the overhaul environment of railway passenger car has become one of the key control links to ensure the safety of railway transport.How to use modern safety risk management and control theory and method to realize the scientific management and control of the quality of railway passenger car maintenance work is of great significance to ensure the safety of railway transportation,especially railway passenger car production.Based on a thorough investigation of the basic theory,management process and actual application status and trend of safety risk management and control,this paper collects and studies the current situation of the establishment of safety risk management system for railway passenger car depots,focuses on the operation process of various projects of A1-A3 level maintenance for railway passenger cars.qualitatively analyses the typical safety risks existing in each operation process from the aspects of human,material,equipment and environment,and establishes a "trinity" security system with "civil air defense" as the core,"material defense" as the guarantee and "technical defense" as the means.According to the principle of three-level management of railway passenger car depot,the mode and method of continuous supervision and inspection for safety risk management and control are put forward.In order to verify the effectiveness of safety risk management and control measures proposed in this study,a typical operation scenario is selected for practical verification,which proves its operability and effectiveness.The establishment of safety risk management system for railway passenger car maintenance not only strengthens the ability of safety management and control for railway passenger car maintenance and ensures the safety of passenger train operation,also promotes the comprehensive improvement of safety management level for railway passenger car maintenance,realizes long-term development and long-term stability of railway passenger car,and provides safe and comfortable hardware conditions for passengers' trips.
