Research On The Construction Of Community Pension Facilities In Zhengzhou

Since China entered the aging society in 1999,the aging speed is fast and the situation is increasingly severe.Under the national conditions of getting old before getting rich,the pension problem has become an important problem.In China,a pattern of "9073" is taking shape,that is,the proportion of the elderly in home care,community care and institutional care is 90%,7% and 3% respectively.Community is an important carrier in the old people's life in the city,and plays a key role in the construction of China's home-based old-age care system.The improvement of community old-age care facilities is conducive to the improvement of home-based old-age care,which is of great significance to the realization of increasingly diversified and differentiated old-age care services for the elderly.The perspective of adaptation,this article is based on supply and demand,firstly analyzed the elderly endowment demand,demand for zhengzhou city old-age has carried on the questionnaire on the spot investigation,and visualization of knowledge map tool(Cite Space,SPSS,Ucinet,Pajek)for data mining,to extract the scholars on urban old-age demand keywords,the academic research hotspot and trend of demand for pension with combining the field survey of the demand for old-age,analyze the similarities and differences,and get more professional,pluralism,prospective pension requirements.Then part of zhengzhou city community existing pension facilities(xin home encloseds Cheng Dong Road tianlun home community service center,zhengzhou cable community geriatric day care center,yat sen villa brocade art city community day care center,yat sen villa endowment sea forest community day care center)supply current situation of research,through the local standards of henan province "community home care service standards",to discover the life services provided by existing community facilities for the elderlycultural services,medical service there are shortages of different level.Through the analysis of the difference of supply and demand situation of endowment facilities,from the government,communities,families,social organizations,four dimensions to analysis the influencing factors of supply,based on the above aspects of the study the zhengzhou community endowment facilities such as insufficient supply ability,the phenomenon of imbalance between supply and demand,mainly reflected in the number of differences between supply and demand do not meet the needs of users,differentiation structure does not match.In view of the shortage of supply capacity and the imbalance between supply and demand,the PPP(public-private-partnership)model is suggested to be adopted for the construction of community old-age service facilities in zhengzhou in the context of supply-side strategy and in combination with the supply model of Public goods and Public services.First made an exposition on the development of the PPP mode,such as the concept,types and application of PPP,the community endowment the applicability of the infrastructure projects using the PPP mode,perfect the policy,how it works,the existing project operation pattern,the pension services supporting arrangement of four aspects,the PPP mode of community endowment facilities operation mode.Finally promote the construction of community facilities using PPP mode are proposed from the following five aspects: improve the support policy and regulation system,establish a reasonable performance appraisal mechanism,choose the PPP mode between projects reasonably,cultivate talents,the professional level of pension services by "Internet +" with the PPP model combining pension and wisdom.
