The urgent demand of the state for the energy network has seen the refreshed power engineering construction nationwide.The substation project holds key to the power grid.Its cost and profit is difficult to be measured for the huge investment,prolonged period and demanding quality.Therefore,the budget management of substation is blindly pursuing cost reduction or recklessly squandering money and manpower for specific needs.In this way,research on the project cost management of substation will deliver economic benefits and bolster power construction infrastructure.Combining technology and economy,value engineering is a systemic method to analyze function and cost of the object.Its continuous innovation aims to improve the value of the research object and seek the methodology and management of the lowest cost.This article first studies the current situation of the substation budget management,and summarizes the stages and key parts of cost control of real cases.Built/Basedon previous survey,the value engineering management theory is selected as the tool for cost management from the perspective of value control in order to deepen into the engineering budget.The most critical feasibility study and design stage in the construction are selected as the research object.The evaluation index of project is established through qualitative analysis,and then the weight of substation function evaluation index is determined via qualitative analysis and quantitative analysis.Different construction schemes are compared by value engineering theory.Schemes of higher value are reassessed via the value engineering theory for cost reduction and economic return.Where the cost is not tantamount to the project the function will be optimizedc for lower cost,higher effect and maximal value without exceeding the expectation of resources.Based on theoretical research,a 220 KV substation expansion project is taken as an example for value engineering analysis,scheme comparison and optimization,which can realize scientific and reasonable budget control and prove the feasibility of the research outcome.This study implies that in the substation construction control,the value engineering should be reasonably applied in the preliminary and design stage.When the technical,safety,economic,social and environmental factors are fully considered,the selected and optimized scheme can meet more functional requirements of substation,reducing the cost and intensifying the quality of construction cost management.
