Research On Transmission And Substation Engineering Project Cost Management

Cost management of transmission and substation engineering project is an important part of power construction investment management. It is the whole process management tool starting from the feasibility study and project design to construction and the final accounts upon completion of the whole project. This paper first gave an overview of correlation theory for transmission and substation engineering cost management, which described its structure, characteristics and contain; next introduced the four stages of transmission and substation engineering cost management, and have carried on an analysis of relationship to each stage; then took a 220kV transmission line project as example to analyze the main factors that have great impact on the total cost of the project.The paper focused on the problems which existed in feasibility study,investment decision, construction, completion final accounts and other stages of transmission and substation engineering project, and have detailed analysis on the reasons for cost out of control in each stage. Then according to the characteristics of different construction stages, this paper proposed a number of control measures which were practical significance solutions to the transmission and substation engineering cost management, such as pay more attention to the depth of preparatory work, strengthen the engineering cost management of design units, strict project bidding and engineering cost management of construction process and established the whole process management of power engineering project.In the end, on the basis of a 220kV substation cost management case study, this paper put forward the research result. Power transmission and substation engineering cost management should get start from each session of the project life cycle, and rely on management innovation and promotion to improve the engineering cost from feedforward, concurrent and feedback control. The cost management should also develop to the internationalization, informatization and networking, which were proposed in order to achieve the effective control of the cost of transmission and substation engineering projects.
