Research On The Difficulties And Countermeasures Of The Construction Of Public Infrastructure Of S County Power Grid In Zhejiang Province

The power industry is an important public utility that promotes the sustainable development of the national economy and socialist modernization,and the public infrastructure of the power grid plays an irreplaceable role in the transmission and distribution of power resources.In recent years,with the rapid development of the national economy and the accelerating urbanization process,problems such as weak local power grid structure and China's power transmission and distribution equipment have become increasingly prominent.The task of power grid construction is urgent and.arduous,but the neighboring avoidance effect caused by power facilities has emerged endlessly.,Causing the planning and construction of public infrastructure of the power grid to fall into the dilemma of neighbor avoidance.This article takes the neighbor avoidance effect as the starting point,and sorts out and summarizes the academic achievements of Chinese and foreign scholars on the concept definition,cause analysis and solution countermeasures of neighbor avoidance.On this basis,Shangyu Power Grid is used as a research case to analyze in detail "The planning and construction of Shangyu Power Grid and the existing problems,using the neighbor avoidance effect analysis framework,through empirical investigation and research,from the three aspects of municipal departments,grass-roots units and the public to sort out and analyze the contradiction of the grid public infrastructure facing the dilemma.Considering the dilemma of power grid construction involving power supply enterprises,governments at all levels,grassroots village committees,enterprises and residents,this article based on the characteristics of social diversification,from the perspective of public participation and consultation democracy An analysis of the causes of the neighbor avoidance dilemma is carried out,that is,the conflict of interests among multiple stakeholders,the lack of transparency in power grid project decision-making and public participation,and the imperfect compensation mechanism of the power grid project.How to meet the interests of multi-stakeholders involved in the construction of power grid public infrastructure?This paper combines the practical processes of planning,approval,project construction,land acquisition and other aspects of public infrastructure construction of the power grid,through consultation democracy and public participation theory,from establishing a joint mechanism for urban planning and power grid planning consultation,and building a consultation and democratic power grid planning and construction management mechanism.The establishment of a public participation guarantee mechanism and the establishment of a multi-interest compensation mechanism in line with the market solve the neighboring dilemma faced by the construction of power grid public infrastructure,balance the interests of multiple parties involved in the construction of the power grid,and effectively protect the public's vital rights and interests,thereby achieving the greatest public interest Change.
