As is known.The water conservancy projects in our country have the characteristics of large investment,large number of participating units,great difficulty in construction,tight construction period and so on.Meanwhile,national policies,natural environment and other factors also have a great influence on them.The traditional project management is still in the stage of intuitive and extensive management,and the phenomena of out-of-control investment and delayed construction occur from time to time.There is an urgent need for an advanced project management means which can achieve the goal of improving project economic and social benefits by controlling the progress,the cost and the quality.Progress goal,cost goal and quality goal are the core goals of project management,which affect and relate to each other.If one of them changes,it will inevitably lead to another change,especially between the progress goal and cost goal.The traditional project management methods have following characteristics: we only compare the cost control with the budget deviation,do not involve the work plan and work completion;Also we only compare the progress control with the actual completion and the progress plan,do not involve the cost.The mode of progress and cost disjointed management is easy to cause the project investment out-of-control and progress to delay.Therefore,the joint control of progress and cost is an urgent problem to be solved for project management.The thesis is to introduce the method of joint control of project cost and progress into the management of water conservancy projects,to improve the management level of water conservancy project progress and cost control,to adapt to the development of market economy and to reach the international level.The thesis analyses the status of progress and cost management of water conservancy projects in China.On the basis of analyzing the theory of earned value method and its three basic parameters of earned value method(PV,AC,EV),the theory of earned value method was introduced into the synchronous management of project cost and progress,the decomposition structure of WBS,OBS and CBS of water conservancy project was established and the calculation method of three basic parameters of earned value analysis method in water conservancy project was designed.Through the case of electromechanical equipment installed in Dahuaqiao Hydropower Station 1# unit in Yunnan Province,combined with the earned value analysis function of Microsoft-Project project management software,we have got to know the specific application of earned value theory to synchronous control of project progress and cost.Practice has proved that earned value method is a scientific and reasonable method in the synchronous control of project progress and cost.It has improved the project management level,raised the awareness of project progress and cost control,solved the disjunction between project progress and cost management in the construction process of the project and finally achieved the goal of "four investments a year" required by the owner in 2018,which was under the condition of delayed construction period and cost overrun,which turned the project from a loss to a profit,and achieved the three major management goals of project management: progress,cost,and quality.All these has provided reference experience for the follow-up project management,which has promotion value.
