Study On The Efficient Of The Natural Forest Protection Project In Tianchi National Nature Reserve

Natural forest resources protection project is implemented by the State Forestry Administration and the construction of ecological engineering,with the pilot in 1998,officially launched in 2000.Xinjiang has been implemented since 2000,from the beginning of the construction of Xinjiang Natural Forest Protection Project in 2000.As of now,it has achieved initial results,ecological benefits,social benefits,significant economic benefits for the Xinjiang forest ecological construction and forest community health Development made a positive contribution.Therefore,it is necessary to evaluate the comprehensive benefit after the implementation of Xinjiang Natural Forest Protection Project,and provide a theoretical basis for the follow-up construction of Xinjiang Natural Forest Protection Project in the future,and provide relevant policy recommendations for the smooth implementation of Xinjiang Natural Forest Protection Project.At present,there are few researches on the comprehensive benefit of Xinjiang natural forest protection project.In this paper,the comprehensive benefit of natural conservation project in Tianchi Nature Reserve of Xinjiang is evaluated by using scientific and reasonable evaluation method to find out the implementation process of natural forest protection project.In the existing problems,and to analyze,put forward the corresponding countermeasures and suggestions.This research mainly divided into seven big section,The first part is introduction.It gives a general introduction of the implementing background about the Tianbao project,and introduces why make this research and describes its relevant meaning;Followed by detailed introduction of the contents and method of this thesis.Besides,literature was reviewed which divided into two parts,The first parts tates the present condition and development prospects,The second part sets forth over seas research achievement sand analysing links between the two.The third chapter mainly mentions.Tianchi nature reserve of Natural Forest Protection Program.Firstly,It shows the natural conditions of Tianchi nature reserve;Secondly,it gives a general introduction of the implement about the Natural Forest Protection Program.Including results of implementing,policy input and capital investment and so on.The forth chapter is the research part of the evaluation system.Detailed screening indicators based on the principles of construction,evaluation index system,using the frequency analysis method to select the corresponding evaluation index,and determine the weight of evaluation index by AHP,consistency test.The fifth chapter is the comprehensive score calculation.Mainly on the relevant data collected during the investigation,the dimensionless,including how to carry on the corresponding index data normalization processing method,and the efficacy coefficient method is used to calculate the comprehensive score of the final data,to get the final results and analysis.Chapter six conclud essummarizes the existing problems since the project based on actual conditions Since the implementation of Tianbao project.Chapter six are counter measures and suggestions.
