This paper describes and compares the Chinese and Mongolian consonant systems by using the theories of contrastive analysis and transfer, and finds out the same, similar and different consonant elements in the Chinese and Mongolian Consonant Systems This paper reveals the causes of negative transfer errors in the mother tongue of foreign students in Mongolia.Aiming at the conclusion of the comparison of Chinese and Mongolian consonant systems, this paper designs a consonant test table and finds out the pronunciation errors of Chinese consonants by the phonetic test For the future of the Mongolian Chinese teaching classroom to provide a reference. There are 22 consonants in Chinese phonetic system and 34 consonants in Mongolian phonetic system. In both languages, there are five parts of speech: The Lips, the teeth, the front of the tongue, the middle of the tongue, and the back of the tongue. However, the Mongolian consonant system has no back-of-the-tongue and anterior-lingual sounds, and the Chinese consonant system has no lingual lobe and UVULA sounds. There are 4 kinds of pronunciation methods in both languages: Plosive, affricate, affricate and nasal. The Chinese side sounds are absent from Mongolian, while the Mongolian trill and side fricatives are absent from Chinese.According to the International Phonetic Alphabet, there are 13 consonants in both languages that have exactly the same place and method of pronunciation. In Mongolian and Chinese consonant system, there are 9 similar but different consonants.Based on the theory of mother tongue transfer, this paper speculates that the 13 identical consonants in the chinese-mongolian consonant system will not cause great trouble to the Chinese learning of Mongolia students. However, the similar but not identical Chinese consonants in the nine chinese-mongolian consonantsystems can easily be the source of the errors made by the overseas students in Mongolia. As for the completely different consonant phonemes in the chinese-mongolian consonant system, this paper predicts that they will not be the main source of Chinese consonant errors among the overseas students in Mongolia. We attribute the errors made by Mongolia students to the transfer of their mother tongue, the interference of phonetic alphabet and the lack of thorough teaching and learning. In this paper, negative transfer of mother tongue is attributed to the largest cause of consonant errors among foreign students in Mongolia. It is suggested that the consonants which are found in the Chinese language system but not in the Mongolian language system should be corrected by some methods such as band-sound method,audio-visual method, auditory discrimination method and exaggerated transition method. As for the similar but different consonants in Mongolian and Chinese consonant system, this paper suggests that we can use the method of comparing mother tongue with Chinese to teach the comparative figure.
