Archaeological studies show that cities existed in Yili area before the Qing dynasty, but they all declined in the long history, leaving only a few words,so that the Qing Dynasty literature records "Yili has no city".JiuCheng were newly built in Yili during the Qing Dynasty. It had a far-reaching impact on the development of the city and the formation of the urban system in this region. It can be said that the urban system of Yili began in Jiucheng. There are four chapters in the text. The first chapter is mainly about the historical process of the construction of Jiucheng in Yili.Because of the inconsistency of historical records, the academia has different understandings of this process.Especially for Huiyuan and Huining, the time of the construction of the two cities has been debated endlessly,so the main work of this chapter is actually to sink the historical data of each historian and finally draw a conclusion by comparing with Qingshilu, which is not beyond the debate of different historians.Chapter two describes the choice and adjustment of the city site of Jiucheng in different periods. Here I agree with Mr.ChengYiNong's point of view,Geographical factors will detemine establishing cities in a larger area. But in this area, where the city should be built is mainly influenced by human factors. The choice and measures of the city site of Jiucheng in the early, middle and rehabilitation period have reflected factors of the Yili river valley terrain and the wishes of general Yili. The selected sites are all on the north bank of the upper reaches of the Yili River where the terrain is flatter and wider. The specific sites are more concerned with its military strategic status, fertility and historical impact. In the third chapter, the author first grasps the two characteristics which is the city scale and its vicissitudes and the layout rules of the gates of Jiucheng.Secondly, the author takes Huiyuan as an example to analyze the internal layout of the city, which is used as an exploration of the urban spatial structure of Jiucheng, and analyzes the overall layout, internal storage and transportation system, scale and grade characteristics of Jiucheng, and then draws the conclusion that Yili Jiucheng are divided into three levels, each level assuming its own functions. They formed a complete urban system of Yili in the Qing Dynasty, and this system is constantly evolving.Chapter four makes a concrete analysis of the functions of Jiucheng and draws three specific functions of Yili city, including politics&military, economic and cultural functions. Then it introduces the concept of "City-like settlement" to analyze the nature of the settlements of Jiucheng. This paper holds that Jiucheng is a settlement group composed of city settlements and city-like settlements and is also a regional urban organism. And both urban functions and settlements are developing, evolving and transferring. Therefore, the understanding of the functions and settlements of Yili city is constantly updated.Limited to various reasons, this paper cannot cover all aspects of Yili Jiucheng, just selected several key issues of historical geography to carry out research. The restoration of the city, the layout of the internal spatial structure of the cities, the area of Jiucheng, urban radiation and other aspects remain to be deepened.
