| New China has a growing economy through a serious of reforms on economic system,structure,and growth pattern.The reform of the price management system is an important tool for economic reform.In this paper,it is discussed the price of legal changes since the establishment of New China,basing on the price of the legal to discussion on changes in the price of the rule of law.In order to study changes in prices since the founding of New China's legal system,according to the price changes in the legal background the legal system,it is divided into three stages,namely 1949 to 1978,1979 to 1996 and 1997 to date.The first phrase is1949 to 1978 of the study changes in the price of law rule which is the price system under the planned management,discussing the price of legislative price,principles,main legislative system,and main content.The main stage of price adjustment is government who strictly controls comprehensive price adjustments for goods and services through the program.Also the law rule under this phase of price management system at this price,the price of legislation formed mainly in the form of an order or notice,conveying the government prices rise or down requirements.Making planned price management legislation,establishing "purchase and sale" price management system,such as law rule in the price.1979 to 1996 is the second phase of changes in the price of legal research in which political and economic environment is complex.It explores how to reform and change management system planned under all the disadvantages of the previous phases.And reform price management is also an important part of the reform.At the stage from 1979 to 1984,the price of the law rule is the guiding ideology of"program-based,market supplement.”From 1985 to 1988,price legal completion of "planned commodity economy" guidance.From 1989 to 1992 is "program in conjunction with market regulation" determines the price management.From 1993 to 1996,legal price is developed under the guidance of the socialist market economy.In this context of continuous exploration,price has both the government plans to manage the legal price mark,but constantly decentralized government price control authority,making market pricing laws and regulations enacted.It is apparent that the first stage of price legal is the only.All for legitimate government can plan prices,while the second stage is the law rule price constantly reform and explore in the front row.From 1997 to now,the price of the legal system is the third stage.After the first two stages of adjustment and reform of price management system,this stage is forming price management in the context of the socialist market economy.The market is one of the main subjects to regulate price.Government gradually withdraws price management,only on some important goods and services related to international people's livelihood through government pricing and government guidance price adjustment.In a clear price management conditions,the price of the legal system of China's rapid development has also been existed.In 1997,it promulgated the "People's Republic of China Price Law" which has been basically formed the core of the Price Law,enacting at the same time and support the price of other laws and regulations,ensuring the main enterprise market pricing,etc.It can reasonably price,so that promoting the healthy development of the economy.In short,the new Chinese legal system is at planned price,combining with the market price plans and continuing to explore the market price adjusted by price legislation.The price of the principles improves the design and price of major institutional price oversights mechanisms.Thus,it gradually formed a socialist market price Law legal system as the core price economy. |
