A Study On Constructing The Service-Oriented Administrative Culture In China

With the deepening of China's administrative reform,the focus of reform gradually shifted from a simple technical transformation of government functions to deeper ideological and cultural change,Service-oriented government has become an important objective of China's administrative reform,as a necessary precondition to build a service-oriented government,Service Administration Culture construction has become an increasingly important aspect of our government reform.Service-oriented government theory provides a theoretical support for Service Administrative Culture,service-oriented culture should take accountability,effectiveness,democratization,openness,legalization,professionalism,contractualization as the value orientation.After early efforts,China's construction of a service-oriented administrative culture has made some achievements,mainly reflected in four aspects:government service concept gradually established;improved efficiency of government services;civil democratic awareness in general;citizens' expectations of government increasing.At the same time,the construction of service-oriented administrative culture has several major issues:the construction of law is slow;weak awareness of democratic participation of citizens;only partial attention,do not pay attention to the overall,only immediate importance,do not attach importance to sustainable development;service awareness indifferent,administrative omission.The reason is mainly of government officials' "official position" ideology deeply rooted and citizens' "Robinson oriented" consciousness,the absence of overall concept,competition,lack of innovation.The current building of service-oriented culture in our country have to overcome a lot of resistance:negative impact of traditional culture,obstacles of administrative body itself,weak sense of civic democracy,administrative system is not perfect.The building of administrative culture in Singapore takes the "good government" values as guide and government populism as a direction,this gives us a good reference.In view of the above situation,this paper argues the construction of service-oriented administrative culture can start from three aspects:Firstly,by updating the management philosophy,the transformation of government functions,improve the quality of civil servants and other ways to build a service-oriented culture of the administrative body;Secondly,through the development of civil society organizations,enhance the awareness of the body of citizens,improve the overall quality of citizens and other cultural objects to build a wide range of civic participation;Thirdly,by promoting scientific of administrative systems,promoting the democratization of government decision-making and other ways to build advanced administrative system culture.
