AS one of the most important content of the Chinese government human resources management,Performance evaluation of civil servant is not only in relation to individual development of civil servants,but also plays an important role on the level of government administrative efficiency and public service,what's more important is that it is the foundation and guarantee of civil service implementation and management.Based on the background of the reform of government functions,the reform of performance assessment which plays a certain significant position and outstanding role is the inevitable move of the trend of the times.The reform of the performance evaluation will inevitably have some impact on the civil service group itself and the whole national environment.Setting Wuhua District,Kunming Province,the civil service groups as the research object,the civil service performance evaluation system is carried out in-depth research,and then learning about the current research situation of domestic and foreign research status and common methods of performance evaluation through the method of literature analysis.Using the means interview method to research Wuhua District,Kunming Province and based on the combination of the actual situation of to build a new performance evaluation system of the civil service.This paper analyzes the existing problems of the performance evaluation system based on the analysis of the present situation of the civil service performance appraisal system in Wuhua District of Kunming Province.In view of the Wuhua District,Kunming Province,the existing performance appraisal system,the lack of systematic assessment,assessment of the status quo,the single and other assessment methods,in order to adapt to the transformation of government functions and the development needs of the times,the Wuhua District,Kunming Province need to improve the current system of the civil service.Through the confirmation of the performance evaluation system,the principle of the system,the main assessment,assessment criteria,assessment criteria,assessment methods,evaluation model,the effect of feedback and other content to redesign the civil service performance appraisal system in Wuhua District of Kunming province.In order to ensure the effective operation of the civil service performance appraisalsystem,we need to carry out overall planning on the overall level of the overall assessment system,including the contents,objects,methods,and supervision mechanism.To implement a long-term assessment mechanism,this is based on the assessment of the post,and to take the multi time assessment system which is combined with the ordinary and the year-end assessment.In addition,the establishment of a sound system of civil service assessment of civil responsibility is a way to ensure the smooth progress of the assessment procedures.Finally through the360 degree assessment system for civil servants to carry out all-round,objective and fair performance assessment,and give full play to the role of incentive,to improve the overall performance of the civil service examination level and quality,so as to ensure the government's effectiveness and the effectiveness of government work and government work smoothly.Improving the incentive effect of civil servants,scientific and reasonable management of civil servants,strengthen the role of the organization and supervision,improve the efficiency of government administration,and promote the construction of a harmonious society,to lay a solid foundation for the development of national economy.
