From 1995 to 2011,China's GDP increased from 6.079 trillions to 47.288 trillions;the number of prefecture-level cities increased from 210 to 284;the urbanization level increased from 29.04%to 51.27%.The contradictions among economic development,population,resources and environment,which are brought by the acceleration of urbanization and rapid population growth,become increasingly prominent.Currently,37%of China's land is in the degradation,the per capita land area is 40%of the world average.Changing in the pattern of land use and management to promote the economic development pattern,is the fundamental way to alleviate the current land tensions and farmland protection pressure.The municipal government plays a very important role as the intermediate links in the chain of land use and management.To establish a set of performance evaluation index system to meet the requirements of municipal government land use and management,helps fully and correctly understand of our municipal government performance of land use and management,helps society better supervise the municipal government legitimate compliance land,further enhances the scientific and refinement level of land use and management.In this paper,by combing the domestic and foreign literature about government performance evaluation,land use and management as well as land management rights laws and regulations that involve the municipal government,we explore a set of index system of performance evaluation of municipal government land use and management in China.And by taking Zhangye city of Gansu Province as an example,we analysis the status of government performance as well as the problems,put forward suggestions to perfect of the municipal government land use and management performance.
