The Study On The Fragmentation Of China's Housing Security System And Its Integrated Optimization

Since the reform of the housing system,with the continuous promulgation of various types of housing security systems,until the promulgation of the "Public Rental Housing Security Measures" in 2012,the task of "incremental reform" of housing security in China has been completed.However,due to the fragmentation of the existing housing security system,the overall efficiency of the system has been seriously hampered.As a result,the problem of unfair security and inefficiency of administration has been highlighted.Against this background,the basic contradiction between supply and demand of housing security has been transformed from the inadequate supply of the system to the internal control of the existing system,and the "storage reform" that is based on the system integration and optimization becomes imperative.As the biggest bottleneck in the effective operation and sustainable development of the system,the issue of fragmentation should become the key breakthrough in the "storage reform" of the housing security system.Fragmentation of the housing security system is an uncoordinated state in which the various elements of the housing security system restrict the overall function of the housing security system due to the mutual isolation,disorderly combination and lack of elements.And it's specific manifestation root in the fragmentation of the supply of housing security systems,the fragmentation of supervision and management,the fragmentation of policies and regulations,the fragmentation of resource allocation,and the fragmentation of operating methods these five levels.As for the reasons for this problem,at the macro level,it is the short-term and unstable of housing policy objectives,the change in policy objectives causes the lack of comprehensive layout and overall planning at the beginning of the design of the system;at the micro level,it is the decentralization of the housing security function system.The review of China's housing security system should also do a comparative analysis in the international situation.Compared with our country,foreign countries,especially developed countries,have advanced experience in the aspects of coordination of housing policies,the unity of management departments,the legalization of housing security policies,the innovation of protection methods,and the progressiveness of institutional development.It is worth learning for our country.Breaking the fragmentation of the housing security system is not only an internal need to stimulate the vitality of the system,but also an inevitable requirement for practicing the concept of equalization of public services.To this end,it is necessary to integrate and optimize the current housing security system:First,to reform the system at the level of system supply,and finally to build a large public rental system with monorail operations and renting and selling;second,to introduce "The Law of Housing Security" at the level of legal regulation,in order to promote the system to be healed.Third,in the management system,to integrate the functions of housing security management with the idea of coordinated governance and overall governance.The ultimate goal is to set up a special housing security management agency.Fourth,at the level of operating mechanism,through the unifying of supply and distribution,the innovating of subsidy way,and opening up the links for rent and sell,to establish a homogenous distribution mechanism for housing guarantees.
