Research On Juvenile Delinquency Inimpoverished Area

As the beginning of an individual's life,the period of minors is related to the individual's future direction,also to the future of the country.The importance of the protection of minors,as well as the prevention and control of juvenile delinquency is self-evident.Since the 19 th National Party Congress,the task of poverty alleviation has reached a new stage.Eliminating poverty from the economy does not get rid of poverty in the true sense of the word,while it is essential to eliminate poverty from ideology and capability.Under such circumstance,the importance of prevention of juvenile delinquency are concerned,especially minors in impoverished areas is related to the future development of poverty-stricken regions.Therefore it is particular important to focus on prevention of juvenile delinquency in impoverished areas.A poor area was selected for analysis through empirical investigation combined with theoretical research.Since the poverty status of the selected sample area is more representative,so that the preventive measures for juvenile crime in this region have significance in other similar poverty-stricken areas in the country.After analysing data on juvenile delinquency in a poverty-stricken area in the past five years,also it combines multidisciplinary theory such as social control theory,social polarization theory,responsibility diffusion theory,social learning theory,differential communication theory,and national parental rights theory etc.Some characteristics of juvenile delinquency in this poverty-stricken areas have been discovered,such as the proportion of younger minors is still high,the accusal are concentrated in traditional and property crimes,the joint crime rate is high,the number of men is obviously more than that of women,the criminals are mostly peasants and unemployed people,and their education level is generally low,the criminal treatment of juvenile delinquency tends to be lenient.Due to the different environments within each region,there must be some specific reasons.Considering the peculiarities of economic,social,and cultural aspects of poverty-stricken areas,also combining with theoretical studies of cultural conflicts and labeling theory,it is found that the causes of minors' crimes in poverty-stricken areas are mainly in five aspects,they are economic,social,cultural,educational,family,which are unbalanced distribution of economic resources and stimulation of the gap between the rich and the poor,lack of functioning of community organizations and social organizations,ineffective sub-culture impact and network supervision,weak management of teachers,and failure to follow up higher education and vocational education,family spirit exchange Inadequate and one-sided ideological education.The prevention of crimes committed by minors in poverty-stricken areas is consistent with the causes of crimes,and efforts should be made from multilevel.The regional economy should be developed to narrow the gap between the rich and the poor at the economic level;Socially,the grass-roots organizations should actively play the role;The network should be strictly monitored and mass media should be purified at the cultural level;It should strengthen teachers and management,and vigorously support vocational education at the education level;Capacity and ideological poverty should be overcome,and parent-child communication and education methods should be transformed at the family level.
