Research On Community Participation Of Urban Residents Under The Background Of "Three-Society Linkage"

The Third Plenary Session of the 18th CPC Central Committee put forward innovative social governance and promoted a wave of "three linkages" community governance innovation model across the country.On October 18,2017,the party' s report on the 19th National Congress once again emphasized that we should build a social governance structure that builds a common governance and sharing,strengthen the construction of a social governance system,and improve the socialization,legalization,intelligence,and professionalization of social governance.The“three agencies linkage" has been further promoted as a model of community governance.The community is a microcosm of society and the focus of grassroots social governance.Community participation plays an important role in the development of the community and plays an important role in the development of the community.This research uses the rational selection theory,social capital theory,and social identity theory as the analytical framework.It uses the case study method to explore the relationship between the "three agencies" and the urban residents' community participation in the context of the"three linkages" campaign.The three dimensions of“trust”and "identity" analyze the relationship between the“three agencies" and the urban residents' participation in the community under the background of the "three agencies'linkage" and the influence mechanism of the "three agencies"on the community participation of urban residents.Finally,a brief discussion is made on the linkage process of the "three linkages" in order to further promote the community participation of urban residents.The results of the study show that the“three linkages”model is dominated by the government in the operational mechanism,the community as a platform for providing resources,the social organization as the carrier,the social workers as professional personnel,and multiple governance entities to meet the needs of residents.Help each other to make community residents truly benefit,thus promoting residents' community participation behavior through three aspects of "interest","trust"and "identity",and actively guiding the“three agencies”and urban residents to jointly manage community public affairs.The "three linkages”community governance innovation model provides a good opportunity and space for the development of community participation by urban residents.However,the following deficiencies exist in the process of the"three linkages" community governance model:First,the development of community social organizations is not balanced.Second,there is a shortage of professional social workers.In the process of further advancement of the“three linkages”,we must give full play to the professional guiding role of social workers,build a multi-community organization network,and cultivate the consciousness of community residents to participate,so as to continuously improve the level of community participation of urban residents.
