High-tech industrial development zones play a vital role in regional economy and become a powerful engine driving regional economic development.With the gradual deepening of the reform of the state administration system,the original policy advantages of the development zone are weakened.In the new round of industrial upgrading and transformation competition,the development zone should seize the opportunity,depend on the public sector to improve the enthusiasm,and take the strategic goal as the direction of action.In this case,it is necessary to reconstruct the salary system design with The Times.In this paper,we hope that the compensation system can be used as an incentive tool to promote the public sector of the development zone to realize the strategic goal and stabilize the internal interests.Meanwhile,it will provide useful reference for other development zones to explore the compensation management system that conforms to the characteristics of the public sector in the development zone.First of all,this article from the new public management theory,strategic compensation theory,incentive theory,fair theory such as basic theory research,this paper illustrates the characteristics of the development zone in the public sector,public sector pay system of development zone and other basic concepts.Second,Comparing with relevant theories and the practice of public sector remuneration system in CN hi-tech industrial development zone,points out its existing problems including salary system and the development zone of strategic fit enough,basic internal unfair compensation,compensation did not reflect the same level job features,performance bonuses set cash and examination mechanism is unreasonable,the salary distribution of the resident department is unreasonable.The reasons mainly include institutional and technical reasons.And put forward the specific countermeasures of the system improvement:to obtain more compensation system to make and amend the authorization;Gradually eliminate the idea of "official standard" and establish the concept of strategic compensation;The improvement of the salary system from the technical level includes the basic salary,the outstanding employment position,the dilution of the identity difference;Control the level of job compensation and pay attention to the salary;In terms of performance compensation,the performance of the reward and punishment,the dilution of the grade;In the end,the system reform is promoted to regulate the salary distribution of the resident departments.
