A Study On The Government Responsibility Of The Youth Employment In Harbin

Youth employment is not only related to the future of young people themselves,but also closely related to the happiness of many families and the stability of the society as a whole.diversified forms of employment and distribution and the way of life,for the young generation of value orientation and occupation selection produced profound influence.Especially in recent years,the situation of youth employment is becoming more and more serious.It is urgent to solve the problem of youth employment and unemployment.As far as Harbin is concerned,although the work of youth employment has achieved positive results in recent years,the situation is still not optimistic.At present,the initial employment group in Harbin is the largest,the highest proportion of employment after the turnover or changing of the guard are young.With the employment of college graduates becoming the focus of social attention,the main body of government promoting employment services has changed from the original "4050" staff to the youth group.It can be said that the most difficult problem of employment in Harbin is youth and employment.It is also the most concerned,direct and realistic interest issue of young people in Harbin.Under this background,based on the new public management theory,this paper studies and discusses the responsibility fulfillment of Harbin local government in promoting youth employment.This article holds that the governments at all levels in Harbin have achieved considerable achievements in carrying out the responsibility of promoting youth employment and implementing the "take-off" plan.But it should be acknowledged that governments at all levels in Harbin city to promote youth employment responsibilities still exist some obvious shortcomings: the gap between the actual demand there is government work and youth employment,the actual effect of government promoting youth employment policies and measures,relevant staff of the government is not strong sense of responsibility,the participation of social forces insufficient.Therefore,to fulfill the responsibility of promoting youth employment,Harbin governments at all levels should scientifically determine the responsibilities and positioning itself,take measures to meet the needs of different types of youth employment needs,establish a strict implementation of the policy and the evaluation mechanism in the government accountability process bold to introduce competition mechanism,give full play a decisive role in the promotion of social forces youth in employment.
