A Study On The Third Party Evaluation Of Local Government Performance

With the deepening development of the socialization in China,the adjustment of various macro-control needs the intervention of the government institutions to maintain the development of the economy and the harmony of the society.Especially in the social environment where the political ecological pattern is more pluralistic and the economic globalization is deepened,evaluating the comprehensive strength of a nation depends on politics,economics,science and technology,people's living standard and the degree of national integration etc.The improvement and management of these aspects require high working efficiency of the local governments in our country,which also a great challenge for the government's management ability.In addition,there are other key factors including the civil servants' work efficiency,working ability and comprehensive quality that affect the performance of local governments' performance.Based on this,this paper studies the form of government performance under the current social circumstance in China,especially in the mainstream of public participation in evaluating government performance.The third party's ability in evaluating government performance will be the focus of this study.Through the literature review,questionnaire survey of the case study and the comprehensive analysis,this paper discusses the introduction of the third party's evaluation mechanism in the process of Henan Pingdingshan government performance evaluation.Based on the analysis of the current situation of the government performance evaluation in Pingdingshan city,this paper discusses the necessity and value of the introduction of the third party's evaluation.In addition,based on the third party's evaluation of Pingdingshan municipal government's current performance,this paper aims to find the problems of the third party's evaluation of the government's performance in Pingdingshan.For example,the relatively low quality of organizational level,insufficient influence depth of the third party's evaluation,unreasonable construction of the index system and so on.The reasons for these problems not only include unbeneficial implementation atmosphere in Pingdingshan but also include incomplete mechanism construction.Combining this with the needs of the present local government in developing a new era of socialism,this paper summarizes and discusses how to improve the third party's evaluation ability of the government performance in Pingdingshan.In this way,the third party's evaluation ability of the government performance can be improved and its value can be developed,thus promoting the optimization of government functions.
