Study On The Long-term Mechanism Of Beautiful Countryside Construction

Nineteen proposed the Implementing the strategy of Rural Revitalization,can be said that the construction of the beautiful countryside upgrade,from the urban and rural development,industry nurturing agriculture,become the integrated development of urban and rural areas,promote rural development starting from the overall point of view,to stimulate rural development,the revitalization of farmers,agriculture and rural areas,more prominent "people center".From the new rural construction to the beautiful countryside construction to the implementation of the Rural Revitalization Strategy,it is a series of important initiatives to promote the development of agriculture,rural areas and farmers in the new era,and they continue to grow in one continuous line.Taking Hami as an example,this paper first summarizes the main practices and experiences of rural construction at home and abroad,and provides some references for the establishment of beautiful countryside construction mechanism in Hami.Then through to the Hami city under the jurisdiction of the Yizhou area,Balikun County,Yiwu County,in-depth field research,with the local cadres and the masses to interview,summarizes the practice and experience of Hami City,the construction of the beautiful countryside,found some problems in the construction of the beautiful countryside,separately from the farmers subject consciousness,financing channels,grass-roots leadership understanding,environmental governance and other aspects,the existence of the beautiful city of Hami in the rural construction,long-term mechanism for the construction of the beautiful countryside construction and lay a solid foundation.Finally,according to the Hami City,the construction of the beautiful countryside,and the actual situation of Xinjiang beautiful countryside construction,summed up a set of internal incentive mechanism as the core,external power mechanism,an important part of funds safeguard mechanism,environmental protection mechanism,talent guarantee mechanism,multi governance mechanism for the long-term mechanism,the mechanism common linkage,collaborative development,constitute the operation mechanism of long-term mechanism for the construction of the beautiful countryside of Hami city.
