With the proposal and development of "Belt and Road",the rule of law has become more and more popular all over the country.In this huge environment,how to set up a set of incentive mechanism for grass-roots civil servants of judicial system in the minority areas in west China will become the key factor that directly affects the efficiency of the judicial system in the western region.Although the Datong's judicial system has also set up and implemented a series of incentive measures for civil servants in recent years,it has also achieved certain results,but there are some deficiencies in the current incentives.It is mainly that the training work is in the form,the performance appraisal is not careful,the salary is equal to the average,There are many obstacles to promotion,the target appraisal is insufficient,the punishment,the motivation is not enough.The crux of the problem is that the human resource management concept is not strong,the appraisal system is incomplete,the assessment result is unfair,and lacks the sense of competition.Incentive mechanism construction,therefore,must perfect the training mechanism,establish a attractive compensation management system,pay attention to civil servant performance appraisal mechanism,clear career development channels,and strengthen the awareness of competition,improve service ability.Especially from the problems during the judicial system of the particularity of grass-roots civil servants work from the psychology,environment and promotion mechanism,training mechanism,ethics and so on many Angle for targeted incentive strategy."Negative incentives" should be institutionalized,while ideological and political work should be done to defuse negative factors and prevent the idle government from being idle due to negative incentives.At the same time,we should strengthen the incentive for career development,so that civil servants can realize their own value in their career through continuous efforts to improve their abilities,level and career level.The key to perfect the promotion of job development lies in the scientific and rational setting of civil servants' positions and ranks.
