A Study Of The Participation In Rural Community Governance Of Clan From The Perspective Of "Combination Of Three Strategies"

The governance of rural communities in China is in a transition period from management to autonomy.Therefore,rural residents are more stressed to be ordered when they participate in the governance of community affairs,and multiple entities are encouraged to participate in to form a cooperative relationship between the subjects.The Nineteenth National Congress of the Communist Party of China proposed a system of rural governance that combines self-government,rule by virtue,and the rule of law,and pointed out the direction for the current basic social governance system in China.The clan,one of the main bodies of governance,revived in recent years and played a role in the governance of rural communities.The study of whether it plays a role is in line with the current "three governance combined with one" guiding ideology in rural community governance,which has guiding significance for better understanding of the clan development trend and rational use of clan.This article is guided by the governance of the "three governance combined with one" in rural communities,examines the ways and means of the clan in the rural autonomy,rule of law,and rule by virtue of the rural community and the problems it may have.In this process,clan families in Zhejiang and Guangdong provinces are mainly studied.First of all,the history of the development of the village community governance in the clan was historically analyzed,and the reasons for the different effects of the clan in different historical periods were analyzed.Afterwards,it elaborates and analyzes the ways in which the clans of Guangdong and Zhejiang participate in the self-governance of rural communities,the rule of virtue and the rule of law,and analyzes their impacts on the governance of rural communities in terms of autonomy,rule of law,and rule of virtue.Finally,from the perspectives of self-government,rule by virtue and rule of law,the paper analyzes the causes of the participation of the clan family in Zhejiang and Guangdong in rural community governance and puts forward the future development path of the clan.The clan plays a more prominent role in mediating contradictions and disputes and inheriting public order and good practices.It can be used as an informal organization to protect the interests of the villagers to a certain extent.However,the disturbance of village elections,the destruction of the rule of law,and the erosion of people ' s thinking by backward traditional concepts.Can not be ignored.Therefore,it is necessary to cultivate the villagers' awareness of democracy,the rule of law,and awareness of participation by improving the system of villagers ' self-government,improving the rural legal system,and developing positive and healthy cultural activities.The villagers'self-governance ability and scientific and cultural quality should be improved.Clan participation in governance should be included in the rule of law,and it is beneficial to tap the clan.Value can give full play to the active role of the clan in the governance of rural communities,reduce its negative impact,and achieve the "three governance combined with one" of rural community governance.
