Research On Community Home Care Service In Qujing City

The community home care service originates from the community care in the UK.It refers to the provision of living care,domestic service,health care and mental comfort to the elderly living at home,with the participation of the government,the community and social forces.It not only emphasizes the main responsibility of the government,but also pays attention to the dynamic role of the community and the basic function of the family.Consequently,it highlights the advantages and values.Qujing is the second largest city in Yunnan Province,and also the largest city for the elderly.In 2016,the total population of the city reached 6,529,700 people,of whom 853,000 were over 60 years old,accounting for 13.06% of the total household registration population,indicating the acceleration of the aging process of the population.Since 2014,local government has implemented new policies to support the service.With the development of service government and modernization of governance,this article chooses Qu Jing city as a case study.The paper follows the basic logical structure of "what-why-how".It explains the core concepts and theoretical basis,thus providing a solid foundation of argument.Taking Qujing City as a case study,it adopts methods such as literature study,case study,field study,etc.First of all,The first part is to analyze the general reasons why Qujing municipal government is implementing the community home care service.Meanwhile,what policies have been introduced and what are the policy objectives.Secondly,this paper researches characteristic practices such as “building a happy table for the elderly,Internet wisdom for the aged,etc”,thus forming the Qujing effect and brand.The third part expounds the current situation of community home care service.It achieved the following results: give full play to the leading role of the policy;strengthen organizational leadership,co-ordinate and promote the utilization of cross-departmental resources;rely on the project to promote innovation in the forms of service for the aged.At the same time,the study found the following problems: the infrastructure construction lags behind and the service content is single;the financial investment is insufficient;new service forms are difficult to popularize.On the basis of finding out the deep-seated reasons,this paper holds that community home care service is a rational choice for the underdeveloping provinces and regions in our country.Finally,the author puts forward further reform in order that it will promote the rapid and healthy development of the community home care service in Qujing.
