List Governance:A Growing Governance Model

At present,the problem of innovation of governance model is becoming an urgent problem to realize the social development of our country and the modernization of national governance ability.With all kinds of lists represented by power list and negative list being put into use in governance,inventory governance as a new governance mode is being bred and grown.At the same time,the practice of list governance,led by the reform of Zhejiang's”Decentralization Administration Service",has gradually entered the field of vision and is recognized by people.It is an important growth clue for inventory governance.But at present,the study of the list is more based on the study of the dispersivity of a single list,but the lack of systematic and model research on the list.How does the list governance realize the inheritance and innovation of the traditional governance model?How does the list governance be generated?What is the running mechanism of the list governance?What are its limitations?The author will carry out systematic research on list governance around these problems.The theory of governing body diversification and good governance is the guidance of theory,In this paper,we take the reform and upgrading of Zhejiang's " Decentralization Administration Service "as the analysis case.The upgrade of reform from the initial "Four Lists One Network" to " Run The Most Once " has provided rich practical materials and new thinking for the overall utilization and upgrading of the list.Finally,the systematic and comprehensive understanding and mastery of the rise and growth of the list governance are formed through the systematic model analysis of the list governance.This paper is divided into four parts:The first part is the historical investigation of the governance mode of our country,this paper roughly comb to the traditional model,clarify the traditional mode of how to operate,and define the type of list through the analysis of practice and related concepts,so as to form the whole list to grasp the concept of governance.The second part is through the practice analysis of the reform of " Decentralization Administration Service " in Zhejiang Province,we explore the clue of the growth of the list governance.The upgrade of reform from the initial "Four Lists One Network" to " Run The Most Once”has provided rich practical materials and new thinking for the overall utilization and upgrading of the list.The third part is a general study of the operating mechanism of the list governance.From the four angles of rising factors,generation logic,operation characteristics and operation mechanism,this paper interprets the inventory governance more systematically and systematically,and explores its constituent elements gradually becoming a governance mode.The fourth part is the study of the functions and limitations of the list governance.The list governance realizes the multidimensional and compound decentralization,not only the decentralization of the central government to the local,but also the return the power to the market and social.Its governance functions are mainly reflected in four aspects:Grassroots strength development,social capital increase,market vitality stimulation,and government legitimacy enhancement.Meanwhile,the four functions also present a virtuous circle of"chain effect".But it is undeniable that the list governance as a growth governance model,there must be certain limitations.It is mainly reflected in the failure of governance and the relationship between the two contradictions.First,inventory governance is a supplement to the government and the market,and more of a coordination of interests.Therefore,the failure of interest coordination results in the possibility of governance failure;The second one is the contradiction between value rationality and technical rationality,It is worth thinking about how to avoid the problem of "invalid government" and "market oriented government" in the context of multi subject governance.Based on the historical investigation of governance mode,through the analysis of the practice of reform and the systematic governance of inventory governance in Zhejiang Province,we have formed a systematic and comprehensive understanding and grasp of the emergence and growth of inventory governance.At the same time,inventory governance has achieved corresponding results in the realization of multi-dimensional compound decentralization.It can effectively promote the coordinated growth and cooperation between the three governments,society and market,and further promote the realization of"good governance".But it is undeniable that as a growth mode of governance,there must be some limitations.Whether it can become a mainstream mode of national popularization is still worthy of further research.
