Research On The Improvement Of Township Government's Public Service Ability

The public service capacity of the township primary government directly affects people's living standards.In recent years,with the overall advancement of rural reforms in China and the continuous transformation of government functions,the township government has conducted a series of explorations and practices in improving public service capabilities and levels,and has achieved certain results.However,due to the long-term existence of the urban-rural dual structure,the public service capacity of China's township and village grass-roots governments contradicts the growing service requirements of the general public.In order to better help the township and village governments improve their public service capabilities,we need to work out effective solutions.Based on this understanding,this article selects the typical H town of Heyuan City,Guangdong Province as a case study,and takes the local public service capacity as the research object to investigate and study the status,problems and constraints of the public service capacity of H town.On this basis,put forward rational suggestions on improving the town's public service capacity.This paper uses literature research methods to screen and summarize information on public services,public service capabilities,and township government public service capabilities.This is used as a foothold for the writing of the thesis,and summarizes new public service theory and governance theory.,Summed up the previous research results,as the ideological basis of this study.At the same time,this-article-uses a survey analysis method to understand the different views of some villagers and township cadres in the town of H on the current status and needs of public services at the grass-roots level through a combination of questionnaires and interviews,forming an important empirical part of the paper.The study found that the government of town H has limited financial capacity for public service finance;public service organizations have weak coordinationability;public service capacity governance cannot be insufficient;and public service response capacity is weak.The author recommends that one is to raise funds to improve the government's ability to guarantee financial funds for public services;the second is to strengthen cooperation with social organizations and enhance the coordination capabilities of government public service organizations;the third is to establish and improve the public service management system to improve government public services Governance ability;Finally,it is necessary to unblock service participation channels and improve the government's ability to respond to public services.This article is divided into five chapters.The first chapter mainly introduces the background,significance,research status at home and abroad,and the characteristics and deficiencies of the thesis.The second chapter mainly elaborates the related concepts and theoretical basis of government's public service capacity.The third chapter analyzes the status of the public service capacity of the H town government in Heyuan City,Guangdong Province,and in-depth analysis of the problems and constraints of the town's public service capacity in the fourth chapter.Chapter 5 proposes ways to improve the public service capacity of town H.This article aims to put forward effective countermeasures to improve the public service capacity of the township government in China,so as to promote the improvement of people's lives and realize people's desire for a better life.
