Under The Background Of The New Media : The Research Of Grass-roots Civil Servants Training Innovations

“A thousand lines above,a needle blow” is a true portrayal of the working state of the grass-roots civil servants.Although the grass-roots civil servants are at the end of the State Administration,they are at the forefront of the service to the masses and the forefront of the reform,development and stability.So they play the role of linking between the leaders and the masses.It is particularly important to realize the value added of human capital through training to improve the quality and ability of grass-roots civil servants.China has entered the era of new media that is truly worthy of the name.Ubiquitous network exists anywhere and at any time.Computers and mobile phones have entered the homes of ordinary people.All these provide technology and hardware support for mobile learning.In order to meet the needs of the training of civil servants in the new period and improve the quality of training,the training department should take advantage of the new media to reform and innovate.Based on the above background,this topic is selected to solve many problems in the traditional training model and explores the implementation path of using new media to innovate the training of grassroots civil servants.Through training work innovation,the training of grassroots civil servants is expected to achieve the desired effect and improve the ability of grass-roots governance.In the first and second part of the thesis,the literature research method was adopted to collect relevant information and to comb the relevant research of domestic and foreign scholars on the training of grassroots civil servants and the training of new media.On the basis of previous researches,this paper defines the relevant concepts of new media and grassroots civil servant training,and expounds the theory of mixed learning theory and innovation theory.The above research provides the ideas and theoretical basis for this article.In the third and fourth part of the thesis,the training of civil servants in Y county is a typical case.This paper analyzes the drawbacks of traditional civil servant training mode in Y County,that is,narrow coverage of training objects,monotonous training methods,inappeasable training needs,strengthening training management,one-sided training effect evaluation.The reasons of institution,system and mechanism are deeply analyzed.Then the thesis points out that it is imperative to use new media to train civil servants.The article introduces the new media platforms for civil servants training in Y County.In order to understand the effectiveness of the new media in the field of training,the effect of training was analyzed by questionnaire and deep interview.The application of new media training has five aspects of the effect,including,extending the training platform to expand the scope of training,innovating training methods to improve the enthusiasm,focusing on the needs analysis to meet the various demands,strengthening training management to guarantee the scientific standard,following up evaluation to promote their knowledge.At the same time,it is pointed out that still have some shortcomings in new media training,that is,the lack of enough attention to the needs of individual training and the lack of improvement in the management of learning platform.In the fifth part of the thesis,based on the previous theoretical basis,the author further puts forward the implementation path of innovating grassroots civil servants training on the basis of case analysis of Y County.The five ways include using the Internet + thinking to build a new media platform,taking students as the center to meet the training needs;optimizing resources integration and sharing resources;using the means of supervision to regulate the management scientifically;improving relevant systems to assess the effect.Finally,this study concludes the research and looks forward to the next research direction.
