With the development of the reform of the cadre personnel system,the selection of talents in the civil servant team continues to evolve.After the establishment of the civil service examination recruitment system,standardizes the access mechanism for the civil service team.However,it also revealed that the source structure of the civil servants at higher levels is irrational,the career development of civil servants at the grass-roots level is limited,and the procedures for selection and appointment of cadres are not standardized.In order to solve the above problems and realize "cadres come from the grass roots and talented people go to the grass roots," we began to explore the civil service selection examination system.Public selection is one of the most important ways for civil servants to transfer their jobs.It is an institutional innovation to smooth the "upstream passage" of civil servants at the grass-roots level and the "secondary preference" within the civil service.It plays an irreplaceable role in establishing and improving the selection and training mechanism for civil servants from the grass-roots level.Since the implementation of the ?Public selection method of civil servants(Trial)? in 2013,the public selection of civil servants in China enters an institutionalized stage,the selection of civil servants below the provincial level is carried out in accordance with the? Public selection method of civil servants(Trial)?,but it has greater autonomy in the practical process of exploration combining the local conditions and presents a variety of specific operations.On the basis of clarifying the concept of selection,this paper sorts out the implementation rules for public selection in various provinces in the country,and the announcement of civil servant selection examinations in various provinces from 2013 to 2017,analyzes the organizational model and the main aspects of the selection examination,the selection scope,the application restriction and preferential policies,the subject setting and score synthesis methods,and other innovation regulations,taking theimplementation of the civil servants selection examination system of Shanxi Provincial organs from 2014 to 2016 as an example to conduct an empirical analysis,it also summarized the implementation status of the civil servants selection examination system in Shanxi municipal organs.Through the analysis of implementation status of the civil servants selection examination system in each province,there are some problems with the civil service selection examination system below the provincial level,for example,the definition of the selection concept is vague,the qualifications for selection positions are arbitrary,the operational standards lack uniformity,and the selection process needs to be optimized,the scientific nature of the examination content and methods needs to be improved,affecting the stability of the grass-roots civil servants team,and the tendency of pursuing interest of the people who participated in the selection.Based on Douglass C.North's understanding of the system,the author analyzes the causes of problems in the public selection system of civil servants at the provincial level and below the provincial level.The reason is that the informal system is not cooperated,the formal system is not perfect,and the implementation mechanism is not perfect.And then,propose countermeasures from the above three aspects: in terms of informal systems,it is necessary to improve the ideological understanding of relevant personnel;in terms of formal systems,through the improvement of the legal system,clearing the concept of selection,setting up a standard framework,rationalizing the relevant institutional relationships,and improving the standardization of civil servants selection examinations below the provincial level;in terms of the implementation mechanism,through the optimization of the selection process,the way and content of the written test and the interview,and quantitative qualitative investigation,to enhance the scientific nature of civil servants selection examinations below the provincial level.
