Human resource is the first resource and the core factor of organization development.As a public service organization,the human resources of government departments are the motive force for the sustained development of government organizations and public recognition.Civil servants as the most important human resources in government departments constitute groups,undertakes the social responsibility management society,regulating the economy,public services and other vital,have a responsible,honest and efficient civil service is a basic guarantee to realize the goal of government governance.The rational allocation of human resources is the key to government departments benign operation and long-term development,only the establishment of the civil service deployment system,to achieve the optimal allocation of human resources of civil service,in order to better play the enthusiasm of the grass-roots civil servants,in order to further promote the efficient operation of government departments.In recent years,the deployment of civil servants at all levels has become more and more standardized and open,but there are still some shortcomings.In this paper,through the analysis of the current situation of the HuiAn City,the grass-roots civil servants flow deployment problems and the impact on the operation of government departments,the introduction of new ideas and new mode of human resource management,starting from the perspective of the rational allocation of human resources in government departments,from improving the selection and appointment of cadres,evaluation and management system,improve the smooth flow of talent system system,put forward the standard of grass-roots civil servants management,countermeasures and suggestions to promote the rational allocation and orderly flow of personnel,to provide the reference for the head of the civil service management,service and decision mechanism.
