Study On The Problems And Countermeasures Of Rural Popularization Education In Heyuan City

Governing the country according to law is the basic national policy of our country.The issue of governing the country according to law in full swing and building a socialist country with Chinese characteristics was put on the agenda in the report of the 19 th CPC National Congress.How to comprehensively promote and implement popularization education is obviously one of the most fundamental and important work.Especially in recent years,with the accelerating pace of urbanization reform and the gradually increase of marketization level of agriculture and related industries,the rural management has gradually entered a standardized orbit and the construction of law in rural areas has also entered a new period of development.As far as the current situation is concerned,although the momentum of rural economic development is good,the overall construction of the rule of law has lagged behind.This mainly manifested in the weakness of farmers' awareness of the law,the farmers low ability of understanding and use of the relevant laws and regulations and the lack of law-related theoretical and practical,etc.It is worth mentioning that with the urban population relocating,a large number of urban migrant workers return to rural areas,making the construction of the rule of law in rural areas presents a new contradictory characteristics.In view of this,it is imperative to strengthen and innovate the legal literacy education in rural areas and to establish and perfect the legal education system in rural areas.Local governments at all levels and their related bodies of law should address the actual situation of law-abiding counterparts in various rural areas,adhere to the ideology of seeking truth from facts,comprehensively and effectively promote the popularization of legal knowledge in rural education,fundamentally improve the legal awareness of rural residents and lay a solid foundation for the comprehensive promotion of the socialist legal system.Based on the social background and status quo of rural legal education,this article expounds the purpose and significance of legal education in rural areas.According to the relevant theoretical basis of popularization of law,this paper analyzes the necessity of rural legal education,and takes the popularization of rural law in Dongyuan County as an example.Using the method of field research,we conducted a deeper exploration on the audiences popularized by law,popularized the main body,popularized the methods and implementation of publicity,and carried out related docking and discussion based on the geographical situation of Dongyuan County.It is concluded that there are four deficiencies in the popularization and publicity of law in Dongyuan County: the aspects of guarantee,cognition,the popularization of law and the content of legal propaganda.This four-point deficiency directly led to the implementation of the county's legal popularization and propaganda work blocked,and thereby reducing the effectiveness of legal popularization work.Aiming at the related problems that the county has in the populace education in rural areas,this article has set forth the suggestions of improving the popularization of education in rural law in Dongyuan County,which can be improved through the following five points:: perfecting relevant system guarantee,clarifying legal responsibilities,approaching the actual situation of popularizing law objects,enhancing awareness of law popularization,innovating and perfecting the form and content of law popularizing propaganda activities.
