Comparative Study Of Jiangsu Province And Guangdong Province' Police Culture Construction

Throughout the development of police culture in our country,though we have been made great achievements,competitive products of police culture are still not enough,and the functions of its education,benefits,pleasing and mightiness are not fully realized.The development of police culture needs not only financial and material resources,but also the construction of a perfect mechanism and system.At present,party committees and leadership of police at all levels in our country attaches great importance to the local construction of police culture,but there are some common problems in practice,such as features of formalization and blindness,cultural construction is divorced from demand for police at the grass-roots level,can not reflect the local characteristics and cultural advantages etc.Under the background of culture benefiting police,Jiangsu Province and Guangdong Province,the more developed eastern coastal areas of China,who's leaders at all levels attach great importance to the culture construction which is various and excellent.The emergence of many advanced and characteristic forms of police culture indicates that the two provinces' police culture construction are more outstanding and advanced than other arears.Especially police of Guangdong Province take a number of measures to promote police culture construction work to develop in depth which creates a new situation of police culture construction work in Guangdong and even the whole country.But the status quo is that there are still many problems in the process of the police culture construction of the two provinces,include that work mechanism and operation are imperfect and poor,development within the province is unbalanced,the foundation of the grass-roots police culture construction is not firm,and police culture lacks universal awareness and brand influence.The practice of police culture construction between two provinces is different due to the factors of economic development mode,the connotation of regional culture and the degree of emphasis of regional leaders,and the role of police culture.This paper adopts literature research method,case analysis method,comparative study method and descriptive research method to analyze the differences of the practice of police culture construction between two provinces in four aspects: policy mechanism,hardware infrastructure,personnel training mode and cultural practice.After the study,we can see that the level of material security of the two provinces of Jiangsu and Guangdong is relatively high,and the mode of personnel training is relatively mature.Different points are that the construction of the policy and mechanism of public security cultural work in Guangdong is more prominent,the scale of cultural practice is large and more influential;while the construction of the policy and mechanism of Jiangsu needs to be strengthened and the cultural practice has a strong effect in the scope of the community.In view of the existing problems,the following suggestions are put forward: Optimize the top-level design and improve the working mechanism;further plough the base of grass roots and coordinate regional development;strengthen cultural consciousness and the establishment of police culture brand.At the same time,summarize the new methods and ways to promote the construction of police culture,rich in content and form of the construction theory for the police culture construction and in order to enlighten the construction of local police culture to make the ideal choice of keeping pace with the times and adapting to the situation.Finally,realize the promotion of development and prosperity of social advanced culture.
