Realizing the equalization of regional basic public services is one of the most important ways to implement regional coordinated development and share development goals.According to the Reform Plan for the Division of Common Fiscal Responsibility and Expenditure Responsibility of the Central and Local Governments in Basic Public Services issued by the General Office of the State Council,and strive to establish a clear mandate and financial balance in 2020.The basic public service system and guarantee mechanism with reasonable standards and strong guarantees.At present,regional non-equalization is particularly prominent in the basic public service differences between regions,urban and rural areas,and among the population.Taking the equalization of regional basic public services as an angle of view,this paper takes Yunnan Province as a sample and case to analyze in depth the status quo and existing problems of equalization of regional basic public services in Yunnan Province,and proposes to speed up the process of equalization of basic public services in Yunnan Province.Preliminary policy recommendations.Yunnan Province is a major economic province in the west of China.There are obvious regional differences in its basic public service level.Therefore,at this stage,the basic public service regional disparities and causes in Yunnan Province are thoroughly analyzed,and the basic public service equalization strategy in Yunnan Province is studied to promote Yunnan.The development of regional integration in the province is of great significance.This paper establishes a scientific index system,uses the entropy method,combines the literature comprehensive analysis method,system analysis method and other scientific and effective methods to measure the basic public service equalization index of Central Yunnan,Western Yunnan and Eastern Yunnan Province in 2012-2016,and from the basic education services,medical and health services,public employment services and social security services in the four aspects in Central Yunnan,Western Yunnan and Eastern Yunnan horizontal comparison,reached the following conclusions:(1)Regional differences.From the perspective of economic development,the gap in the level of economic development among Yunnan's regions is relatively large,and the gap in fiscal revenue,expenditure,and fiscal self-supply capacity between regions is also very large.In terms of the provision of basic public services,the overall level of equalization of basic public services in Yunnan in the past five years has fluctuated and gradually increased,but the degree of equalization of basic public services remains low.The degree of equalization of basic public services in Central Yunnan is relatively high,and the degree of equalization of basic public services in Western Yunnan and Eastern Yunnan is relatively low.(2)The causes of regional inequality.Through the study of the differences in the three major regions of Yunnan Province,this paper concludes that the main causes of differences in the basic public service areas in Yunnan Province are the province's unreasonable transfer payment system,the restraint of the fiscal decentralization system,and the lack of regional and regional coordination mechanisms.(3)Main countermeasures and suggestions: Improve the provincial transfer payment system,explore thehorizontal transfer payment system,optimize the transfer payment structure,and strengthen the supervision and performance appraisal of transfer payments;rationalize the powers and expenditure responsibilities of governments at and below the provincial level We will speed up the fiscal system reforms such as "provincial direct management counties" and "township fiscal management";improve regional basic public service coordination mechanisms and fully.
