In recent years,local governments have innovated model of social organizations management,and the establishment and development of hub-social organization is an important step in this area.At the same time,the many scholars are focusing on hub-social organizations.However,many scholars are less interested in exploring how the hub-social organization mobilize and integrate resources from other social entities,as platform-based organization.The current research deficiencies also provide research directions and innovations for this paper.This paper selects a Social Organization Service Center and the Women's Federation as the case study.The study finds that the resource mobilization of the social organization service center is based on the organization formalization.And the Social Organization Service Center expands the scope of resource mobilization through the weak link of the personal horizontal relationship network.Besides,the Social Organization Service Center carry out propaganda mobilization,elite mobilization and market mobilization through the benefits meeting point.However,the fragility of individual-level relationship networks can easily lead to instability in resource mobilization.The single component of economic resources is also easily blocked the scope of the object.The lack of specialized personnel makes the organization difficult to implement resource mobilization methods.The reasons include: intangible administrative barriers,weak social philanthropy awareness,failure of social organization branding,incompatibility of social organization income and expenditure.At the same time,the study finds that the resource mobilization about Women's Federation is based on a strong connection based on the organization's vertical relationship network,which leads to a “path dependence” of resources within the system.In addition,the mismatch between the bureaucratic administrative system and social resources lead to higher cost of social organization than government costs and also lead limitation of the Women's Federation's resource mobilization goals.The tendency of administration about Women's Federation makes mobilize resource in other formal contexts,and it is difficult to establish a normalized cooperation and exchange mechanism centered on the cultivation of social organizations with other social subjects.Then,the paper compares resource mobilization model between the social organization service center in Y District and women's federation.And finds that the degree of formalization of the organization,the shape of the relationship network,and the alliance among the elites are the key differences between the two hub-social organization resource mobilization models.Horizontal relationship network to mobilize other resources.For women's federations,it is necessary to establish normalized cooperation and exchange mechanisms centered on the cultivation of social organizations with other entities,to establish an external and broad identification.And lead to an organizationalhorizontal relationship network.However,it is undeniable that “de-administration” is still a long-term development path for hub-social organizations.In this process,it is also necessary to properly handle the relationship with the society and the public and realize the balance between “social resources” and “government resources”.Of course,limited by the limitation of research objects and research time,this paper does not explore the process of the hub-social organization to cultivate other social organizations.This needs to be further explored in the future.
